Job description

Provide experienced technical expertise to develop process methodology for the department to meet internal and external clients' needs. Plan and coordinate the development of integrated programming solutions serving the full spectrum of statistical programming needs. Provide technical expertise and leadership to the department. Offer internal consulting services, including specifications and user needs analysis for complex projects or client requirements.

Essential Functions
Perform, plan, and coordinate the following for complex studies: (i) programming, testing, and documentation of statistical programs for creating statistical tables, figures, and listing summaries; (ii) programming analysis databases (derived datasets) and data transfers for internal and external clients. May perform and plan programming of database quality control checks.
Program and plan integration of databases from multiple studies or sources.
Develop and coordinate programming documentation, including plans and specifications, for complex studies.
Provide advanced technical expertise in collaboration with internal and external clients, independently bringing project solutions to teams and the department for complex studies.
Develop, implement, and validate new process technologies, macros, and applications.
Fulfill project responsibilities at the level of statistical team lead for single complex studies or groups of studies.
Understand the Scope of Work, budget, and quote assumptions, estimate work completed, manage Out of Scope and resource forecasts for single studies. May manage project budgets and resource requirements, and provide revenue forecasts.
Provide training and guidance to junior staff.
