Job summary

Surbana Jurong Group is seeking an experienced Senior Quantity Surveyor to support project cost management across infrastructure and urban development initiatives. You will handle QS, cost control, measurements, valuations and commercial management to ensure timely, budget-aligned delivery.

Required are 5–8 years in QS, a degree/diploma in QS or Civil/Construction disciplines, strong BOQ and rate analysis skills, and proficiency in MS Excel. Willingness to travel to project sites is beneficial.

Qualifications

• 5–8 years of relevant experience in QS / cost management.
• Degree or diploma in QS, Civil Engineering, Construction Management or related.
• Strong BOQ preparation, quantity measurement, rate analysis, cost estimation and valuation.

Responsibilities

• Prepare and review BOQs, take-offs, estimates and cost plans.
• Measure and value civil, building and infrastructure works.
• Review contractor bills, interim payments and documentation.
• Monitor costs, commitments, variations and forecast final costs.
• Assist in tenders, bids and commercial proposals.
• Review contractor quotations and support negotiations.
• Identify variations, claims and change orders.
• Maintain cost reports and commercial trackers.
• Coordinate with project managers, designers, contractors and stakeholders.
• Ensure quantities, rates and commercial data are accurate.
• Support monthly commercial / cost management reports.
• Assist in contract administration and resolution of issues.

Role Overview

We are looking for an experienced Sr QS Quantity Surveyor to support project cost management and commercial activities across infrastructure / urban development projects. The role will be responsible for quantity surveying, cost control, measurement, valuations, and commercial management while ensuring project deliverables are completed within agreed timelines and budgets.

Key Responsibilities

• Prepare and review BOQs, quantity take-offs, estimates and cost plans for project works.
• Undertake measurement and valuation of civil, building and infrastructure works.
• Review contractor bills, interim payment applications and supporting documentation.
• Monitor project costs, commitments, variations and forecast final costs.
• Assist in preparation and evaluation of tenders, bids and commercial proposals.
• Review contractor quotations and support commercial negotiations.
• Identify, evaluate and manage variations, claims and change orders.
• Maintain cost reports, commercial trackers and project cost documentation.
• Coordinate with project managers, design consultants, contractors and other stakeholders.
• Ensure quantities, rates and commercial information are accurately maintained.
• Support preparation of monthly commercial / cost management reports.
• Assist in contract administration and resolution of commercial issues.
• Ensure compliance with project procedures, contractual requirements and quality standards.
• Provide timely commercial inputs to support project decision-making.

Required Skills & Experience

• 5–8 years of relevant experience in Quantity Surveying / Cost Management.
• Degree / Diploma in Quantity Surveying, Civil Engineering, Construction Management or a related discipline.
• Strong experience in BOQ preparation, quantity measurement, rate analysis, cost estimation and valuation.
• Experience working on building, infrastructure, urban development or EPC projects.
• Good understanding of contracts, variations, claims and commercial management.
• Proficiency in MS Excel and relevant quantity surveying / cost management tools.
• Ability to interpret engineering drawings, specifications and contract documents.
• Strong analytical, numerical and problem-solving skills.
• Good communication and stakeholder-management skills.
• Ability to work independently in a site/project environment.

Preferred Experience

• Experience with major EPC / infrastructure / consultancy organisations.
• Exposure to international projects, standards or contracts such as FIDIC will be advantageous.
• Experience in project cost reporting and commercial controls.
• Willingness to travel or work from project sites as required.
