Job summary

Surbana Jurong is seeking a qualified QS-II – Quantity Surveyor to support project cost management across infrastructure and urban development initiatives. You will handle BOQs, measurements, valuations and commercial tasks while ensuring timely, on-budget delivery.

You will review bills, monitor costs and assist with tenders, variations and change orders, collaborating with project teams and stakeholders to maintain accurate financial information.

Qualifications

• 5–8 years of quantity surveying or cost management experience.
• Degree or diploma in Quantity Surveying, Civil Engineering, Construction Management or related field.
• Proficiency in BOQ preparation, quantity measurement and cost estimation.
• Experience on building, infrastructure, urban development or EPC projects.
• Strong contract, variations, claims and commercial management knowledge.
• Proficient in MS Excel and QS/cost management tools.
• Ability to read engineering drawings and contract documents.
• Good communication and stakeholder management.

Responsibilities

• Prepare and review BOQs, quantity take-offs, estimates and cost plans.
• Measure and value civil, building and infrastructure works.
• Review contractor bills and interim payments.

Role Overview

We are looking for an experienced QS-II – Quantity Surveyor to support project cost management and commercial activities across infrastructure / urban development projects. The role will be responsible for quantity surveying, cost control, measurement, valuations, and commercial management while ensuring project deliverables are completed within agreed timelines and budgets.

Key Responsibilities

• Prepare and review BOQs, quantity take-offs, estimates and cost plans for project works.
• Undertake measurement and valuation of civil, building and infrastructure works.
• Review contractor bills, interim payment applications and supporting documentation.
• Monitor project costs, commitments, variations and forecast final costs.
• Assist in preparation and evaluation of tenders, bids and commercial proposals.
• Review contractor quotations and support commercial negotiations.
• Identify, evaluate and manage variations, claims and change orders.
• Maintain cost reports, commercial trackers and project cost documentation.
• Coordinate with project managers, design consultants, contractors and other stakeholders.
• Ensure quantities, rates and commercial information are accurately maintained.
• Support preparation of monthly commercial / cost management reports.
• Assist in contract administration and resolution of commercial issues.

Required Skills & Experience

• 5–8 years of relevant experience in Quantity Surveying / Cost Management.
• Degree / Diploma in Quantity Surveying, Civil Engineering, Construction Management or a related discipline.
• Strong experience in BOQ preparation, quantity measurement, rate analysis, cost estimation and valuation.
• Experience working on building, infrastructure, urban development or EPC projects.
• Good understanding of contracts, variations, claims and commercial management.
• Proficiency in MS Excel and relevant quantity surveying / cost management tools.
• Ability to interpret engineering drawings, specifications and contract documents.
• Strong analytical, numerical and problem-solving skills.
• Good communication and stakeholder-management skills.
• Ability to work independently in a site/project environment.

Preferred Experience

• Experience with major EPC / infrastructure / consultancy organisations.
• Exposure to international projects, standards or contracts such as FIDIC will be advantageous.
• Experience in project cost reporting and commercial controls.
• Willingness to travel or work from project sites as required.
