The Senior Mechanical Engineer will support for Transaction advisory, Owner’s Engineer FPR off taker / Developer-side advisory, and lender’s technical advisory (LTA) assignments for water and wastewater infrastructure projects across the Middle East.
The role involves conducting independent technical assessments, reviewing project design documents / Drawing and engineering reports, evaluating risks, monitoring project execution, and ensuring compliance with contractual, technical, and regulatory standards under PPP, BOOT, BOO, IWPs, IWPPs, ISTPs, and similar procurement structures.
The position requires strong exposure to Water treatment plants (WTPs), Sewage/Wastewater treatment plants (WWTPs), Desalination (RO/Thermal), transmission networks, and related mechanical systems.

Act as the Owner’s technical representative, ensuring EPC Contractor compliance with designs, specifications, QMS/HSE requirements, and project contracts.
Review and approve Mechanical designs, P&IDs, equipment datasheets, hydraulic calculations, and vendor documentation.
Monitor construction progress, conduct site inspections, verify installation quality, and track schedule deviations.
Witness FAT, SAT, commissioning, reliability testing, and performance guarantee tests on behalf of the Owner.
Assess change requests, claims, deviations, and support technical decision-making for the Owner.
Facilitate interface management between EPC, vendors, authorities, utilities, and third‑party stakeholders.
Conduct technical due diligence for water and wastewater assets, including assessment of designs, mechanical systems, technology selection, project feasibility, and compliance with Middle East standards.
Review EPC, O&M, and Off taker technical documents, performance guarantees, risk allocations, and technical schedules under PPP/BOOT/BOO/IWP/IWPP/ISTP models.
Evaluate technical assumptions for financial models (capacity, efficiencies, availability, Opex/Capex inputs).
Prepare concise Due Diligence Reports, LTA Reports, construction monitoring updates, and risk assessments for lenders, off‑takers, and investors.
Identify key technical, construction, technology, and operational risks and propose mitigation strategies.
Coordinate with process, civil, electrical, Instrumentation and environmental teams to ensure consistent technical inputs.
Prepare high‑clarity technical memos, dashboards, and reports for senior stakeholders.
Participate in client meetings, bid evaluations, and support proposal development for advisory assignments.
Bachelor’s degree in Mechanical Engineering.
5–10 years of relevant experience in water, wastewater, or desalination projects.
Experience working in/with Middle East markets (Saudi Arabia, UAE, Oman, Qatar, Bahrain).
Strong understanding of PPP, BOOT, BOO, IWP, IWPP, ISTP procurement frameworks.
Experience preparing or reviewing Technical Due Diligence, LTA Reports, or Independent Engineer Reports.
Ability to read and interpret large volumes of technical documentation, contracts, and specifications.
Strong analytical skills and proficiency in risk assessment.
Excellent technical writing, communication, and presentation skills.
Master’s degree in engineering, Infrastructure, or Project Management.
Certifications such as PMP, CEng, or equivalent.
International project experience and exposure to large utility scale water projects.
Familiarity with software tools: Hydraulic modelling, AutoCAD, BIM/Revit, Primavera/MS Project (reading capability).
