Role Summary

The Senior Manager, Global Mobility Operations leads the day-to-day operational delivery of Amgen's global mobility and immigration programs, ensuring employees are supported through compliant, efficient and consistent relocation and immigration services. This role translates enterprise mobility strategy into operational execution while leading service delivery, vendor engagement, process improvement, compliance and a high-performing team. The role leads service delivery, vendor engagement, operational performance, process improvement, compliance and a high-performing Global Mobility Operations team with full people-management accountability. As a trusted advisor to HR, Talent Acquisition and business leaders, the Senior Manager helps deliver an exceptional employee experience that enables Amgen to attract and move talent in support of its mission to serve patients.

Key Responsibilities

• Lead day-to-day execution of global mobility programs supporting domestic and international employee movement.
• Translate enterprise mobility strategy, policy direction and business objectives into team priorities, operating plans, service standards, KPIs and measurable operational outcomes.
• Drive operational excellence through process improvements, automation and standardized ways of working.
• Ensure consistent execution of mobility policies, procedures and operational governance.
• Oversee operational delivery of relocation services supporting new hires, international assignments, transfers and localization activities.
• Lead the processes while partnering with internal Tax, external tax provider, team members and HR leaders, related to cross-border, non-traditional movement for remote work and role relocation requests.
• Oversee operational processes for trailing equity and trailing bonus for our Mobile population, coordinating with tax vendor and providing guidance to internal payrolls, HR and staff members.
• Partner with Tax vendor and provide oversight to global payrolls related to shadow payroll reporting for compensation, relocation and trailing income.
• Resolve complex operational issues while balancing employee experience, compliance and business priorities.
• Own operational performance and outcomes across Global Mobility Operations, including service quality, compliance, timeliness, employee experience and continuous improvement.
• Partner with external providers to support timely and effective service delivery.
• Support complex immigration matters in partnership with the Immigration support members on the team to provide guidance, escalation management and issue resolution.
• Serve as a trusted advisor to HR, Talent Acquisition and business leaders on mobility processes and relocation solutions.
• Partner closely with the Global Mobility COE Strategy Lead to implement enterprise mobility strategy and policy updates.
• Deliver reporting and operational insights that support program effectiveness and continuous improvement.
• Partner with the COE on day-to-day operational engagement with relocation providers, immigration counsel and other mobility partners.
• Monitor service delivery, operational performance and issue resolution while partnering with Global Mobility COE Lead on vendor governance.
• Manage assigned Global Mobility operational budgets and/or vendor spend, including forecasting, monitoring expenditures and allocating resources within approved parameters.
• Lead, coach and develop a high-performing Global Mobility Operations team of 3 direct reports, with full accountability for people management, performance and development.
• Set priorities, allocate resources and foster a culture of accountability, collaboration and continuous improvement.
• Build capability through coaching, feedback, development planning and knowledge sharing.
• Ensure compliance with applicable immigration, employment, payroll, tax and data privacy requirements.
• Maintain operational documentation, audit readiness and governance processes.
• Identify risks and recommend mitigation actions that strengthen service quality and compliance.

What We Expect from You

Required Qualifications

• Bachelor's degree in Human Resources, Business Administration, International Business, Law or a related field.
• 11+ years of progressive experience in Global Mobility, Immigration, International Human Resources or a related discipline within a global organization.
• Experience leading operational teams and developing high-performing talent.
• Strong knowledge of global mobility operations, relocation and immigration processes.
• Experience partnering with external service providers and managing operational delivery.
• Demonstrated ability to influence stakeholders across a matrixed organization.
• Strong analytical, communication and problem-solving skills.

Preferred Qualifications

• Advanced degree or professional certification such as GMS, CRP, SHRM or equivalent.
• Experience supporting scientific, technical or executive populations.
• Experience managing operational budgets and/or significant external vendor spend.
• Experience with mobility technology, reporting tools or process automation.
