Job summary

Standard Chartered is seeking a senior analytics and controls specialist to design and deliver automation for the A21c control framework. You will work with business, operations, data, technology and risk teams to translate requirements into scalable control solutions.

You will gather requirements, document decisions and support implementation of preventive and detective controls with reporting across daily to monthly frequencies.

Qualifications

  • Bachelor’s degree or higher in a relevant field; postgraduate preferred.
  • Experience in data analytics, regulatory change, controls, client onboarding/KYC or tech delivery preferred.
  • Certifications in analytics, data visualization, Python, Alteryx, Dataiku, Informatica, Agile or project delivery preferred.
  • 8–10 years in analytics, data transformation, reporting automation or related banking operations roles.
  • Strong skills in requirement gathering, data profiling, data validation and reconciliation.

Responsibilities

  • Define A21c control framework automation roadmap including requirements, milestones and success criteria.
  • Translate regulatory and business requirements into analytics, data, workflow and reporting needs for controls.
  • Ensure scalable, transparent automation aligned to onboarding, client facilities and governance.
  • Conduct structured sessions with stakeholders to capture data sources, rules and expectations.
  • Document requirements, gaps, decisions and risks with traceability.
  • Act as analytics SME linking business needs with technology delivery.
  • Prepare, profile, validate and analyse large datasets to identify impacted clients and control populations.
  • Support design and implementation of preventive controls including rules engine logic, workflow triggers and outputs.
  • Develop detective control reporting across daily/weekly/monthly frequencies with exception reporting.
  • Ensure control outputs and reporting artefacts are accurate, auditable and compliant.
  • Identify data quality issues and risks; escalate as needed to governance.
  • Maintain version control, documentation and issue tracking for deliverables.
  • Prepare business requirements, functional specs, data definitions and testing evidence.
  • Comply with data management, governance and delivery standards.
  • Support UAT, production readiness and BAU reporting transition.
  • Display ethical conduct and comply with Group Code of Conduct.
  • Understand and ensure regulatory compliance in letter and spirit.
  • Escalate risks and issues to governance forums.

Job description

CRD VI Article 21c is an EU regulation impacting non-EU banks undertaking core banking activities in the EU, with implications for client onboarding, existing client facilities, operating controls and ongoing regulatory compliance. The role will be responsible for supporting the design and delivery of analytics and automation capabilities for the A21c control framework, ensuring that regulatory requirements are translated into practical, scalable and well-documented control solutions.

The role holder will work closely with business, operations, data, technology, risk and compliance stakeholders to gather requirements, assess the impact of Article 21c on client onboarding and existing client facilities, and support implementation of both preventive and detective controls. Preventive controls will include rule engine logic, workflow triggers and reporting layers, while detective controls will include recurring reports, exception monitoring and management information across agreed frequencies.

A key focus of the role is to build practical, well-documented automation components including control data preparation, rules engine requirements, workflow inputs, reporting layers and recurring detective control outputs across agreed frequencies.

Key Responsibilities

Strategy & Planning

  • Support definition of the A21c control framework automation roadmap, including requirements, milestones, dependencies, delivery risks and success criteria
  • Translate regulatory and business requirements into structured analytics, data, workflow and reporting requirements for preventive and detective controls
  • Ensure the automation approach is scalable, transparent and aligned to client onboarding, existing client facilities and control governance requirements.

Requirement Gathering and Stakeholder Engagement

  • Conduct structured working sessions with programme, operations, technology, data and control stakeholders to:
  • Capture data sources, business rules and control expectations
  • Understand the impact of Article 21c requirements on client onboarding, existing client facilities and downstream reporting obligations
  • Document requirements, assumptions, gaps, dependencies, decisions and open points in a clear and traceable manner
  • Proactively resolve ambiguity where possible and resolve unresolved risks, blockers or design decisions to the appropriate governance forum
  • Act as a central analytics SME to connect business requirements with technology delivery and operational implementation

Automation, Data and Controls Delivery

  • Prepare, profile, validate and analyse large datasets to identify impacted clients, facilities, exceptions and control populations.
  • Support design and implementation of preventive controls, including rules engine logic, workflow triggers, control outputs and reporting requirements.
  • Develop detective control reporting across agreed daily, weekly, monthly or other frequencies, including exception reporting, reconciliation outputs and management information.

Risk Management and Control Quality

  • Ensure control logic, data outputs and reporting artefacts are accurate, evidence-based, auditable and aligned to agreed requirements.
  • Identify data quality issues, control gaps, manual dependencies and implementation risks, with timely escalation to relevant stakeholders.
  • Maintain discipline around version control, documentation, sign-offs and issue tracking for control automation deliverables.

Governance and Documentation

  • Prepare clear business requirements, functional specifications, data definitions, rule logic documentation, testing evidence and implementation notes.
  • Comply with applicable data management, model/rule governance, risk, compliance and technology delivery standards.
  • Support UAT, production readiness, operating model handover and BAU reporting transition for the control framework.
  • Provide consistent progress updates, risks and dependencies for programme governance and senior management forums.

Qualifications
  • Education: Bachelor's degree in Data, Technology, Finance, Business, Mathematics, Statistics or related discipline; postgraduate qualification preferred.

  • Certifications: Relevant certifications in analytics, data visualisation, Python, Alteryx, Dataiku, Informatica, Agile or project delivery preferred
  • 8 to 10 years of experience in analytics, data transformation, reporting automation, regulatory change, controls implementation or related banking operations roles.
  • Strong capability in requirement gathering, data profiling, data validation, reconciliation, exception analysis and translating business problems into analytical solutions.
  • Hands‑on exposure to data preparation and analysis tools such as Alteryx, Informatica, Dataiku or equivalent platforms, with strong Python skills preferred
  • Ability to design and deliver dashboards, recurring control reports and management information using visualisation tools such as Tableau, Power BI or equivalent
  • Understanding of client onboarding, KYC / client lifecycle processes, existing client facilities and regulatory control requirements is preferred
  • Strong documentation discipline, including business requirements, functional specifications, data dictionaries, rule logic, testing evidence and implementation notes.
  • Comfortable engaging senior and working‑level stakeholders across business, operations, technology, data and control teams.
  • Demonstrates structured problem solving, clarity of thought, sound judgement and the ability to operate with ambiguity and evolving requirements.
  • Works collaboratively across cultures and geographies, constructively challenges assumptions and escalates risks in a timely manner.
