Senior Director – Technical Program Management

Job Summary

We are seeking an accomplished and strategic Sr. Director – Technical Program Management (TPM) to lead and scale our TPM function. This individual will be responsible for driving the end‑to‑end execution of complex, cross‑functional technology initiatives across telecom roaming, network security, and fraud & risk management domains. This is a highly visible leadership role requiring deep technical and domain expertise, a strong analytical mindset, and a passion for operational excellence.

The ideal candidate will possess a proven track record of delivering business‑critical programs, exceptional stakeholder management capabilities, and a commitment to process rigor and compliance. They should also be able to influence at the executive level, while guiding and mentoring a high‑performing team of technical program managers in a fast‑paced, high‑growth environment.

Responsibilities

• Lead and manage complex, multi‑disciplinary programs in telecom roaming, security firewalls, and fraud/risk management—delivering them on time, within scope, and budget.
• Collaborate cross‑functionally with engineering, product, design, security, operations, and business stakeholders to define clear program objectives, deliverables, and KPIs.
• Build and nurture a technically savvy TPM team with strong program ownership, mentoring them to grow into thought leaders and strategic partners.
• Promote technical depth and architectural understanding by engaging in system design reviews, architecture discussions, and technical risk evaluations.
• Develop and institutionalize program management best practices, frameworks, and tooling to standardize high‑quality delivery.
• Drive rigorous planning, milestone tracking, and process compliance, ensuring that execution aligns with internal standards and external regulatory frameworks.
• Manage dependencies, assess risks, proactively resolve conflicts, and elevate issues with clarity and urgency.
• Create and deliver crisp, data‑driven program updates and dashboards for executives and cross‑functional stakeholders.
• Lead strategic planning and roadmap alignment cycles, including quarterly business reviews, OKRs, and resource forecasting.
• Champion a culture of accountability, transparency, and continuous improvement, reinforcing detailed documentation and feedback loops.
• Foster cross‑geographical team collaboration, driving alignment and synergy across time zones and functions.
• In‑depth knowledge of telecom roaming technologies including IPX, GRX, Diameter/RADIUS, LTE/5G roaming, and interconnect/settlement processes.
• Strong understanding of network security protocols, secure architecture principles, and GSMA security guidelines.
• Familiarity with telecom fraud detection systems, SIM vulnerabilities, threat intelligence, and mobile risk management strategies.
• Experience in reviewing and contributing to system architecture, technical designs, and engineering roadmaps.
• Working knowledge of compliance frameworks such as GDPR, ISO 27001, and their implications for roaming and security platforms.

Desired Profile

• 12+ years of experience in technical program management, product engineering, or a related technical leadership role.
• 5+ years of experience leading TPMs or technical delivery teams, with a focus on scalable and impactful team structures.
• Demonstrated technical acumen and hands‑on engagement with engineers and architects on system‑level thinking and trade‑offs.
• Proven success delivering cross‑functional initiatives in fast‑paced environments, handling ambiguity, and adjusting to shifting priorities.
• Deep expertise in Agile, Scrum, and iterative development methodologies, paired with operational discipline.
• Meticulous attention to detail, with a focus on documentation, process adherence, and compliance tracking.
• Strong analytical and problem‑solving skills to interpret complex data, drive insights, and inform decisions.
• Excellent communicator with ability to influence, negotiate, and build consensus across senior stakeholders and global teams.

Preferred Experience

• Experience working with telecom software vendors or mobile operators.
• Exposure to large‑scale distributed teams, especially across international geographies.
• Proficiency with Agile delivery tools and DevOps ecosystems, including Jira, Confluence, Jenkins, GitLab, etc.
• Ability to translate business goals into actionable plans, with strong stakeholder management and conflict resolution skills.
• Familiarity with OKRs, KPIs, and ROI‑focused decision making in technical programs.

Work Experience: 20+ years

Educational Qualification: Bachelor’s or Master’s degree in computer science, Engineering, or a related technical field; an MBA is a plus.
