Job Overview
We are looking for an experienced Safety Engineer / Safety Officer with 5-10 years of hands-on experience in Transmission & Distribution (T&D) projects. The candidate will be responsible for implementing and monitoring HSE activities across project sites, ensuring compliance with statutory regulations, client requirements, approved HSE plans, and safe work practices.
The ideal candidate should have strong site safety experience in 440 kV, 400 kV, and 765 kV transmission lines and AIS/GIS substations, with hands-on exposure to high-risk construction and electrical activities.
Key Responsibilities
1. Site HSE Management
- Implement and monitor HSE policies, procedures, and project-specific safety plans at site.
- Conduct daily site inspections and identify unsafe acts and unsafe conditions.
- Ensure compliance with approved HSE plans, method statements, risk assessments, and client safety requirements.
- Monitor safety performance of employees, contractors, subcontractors, and site personnel.
- Ensure proper use of PPE and adherence to safe working practices.
2. Transmission Line Safety
- Monitor safety activities related to EHV transmission line construction.
- Ensure safe execution of:
- Tower Foundation Works
- Excavation & Piling
- Reinforcement & Concreting
- Tower Erection
- Stringing Activities
- Work at Height
- Lifting & Rigging Operations
- Ensure proper barricading, access control, fall protection, and lifting safety during transmission line activities.
- Monitor safety requirements across multiple transmission line work fronts.
3. Substation Safety
- Supervise HSE compliance during AIS/GIS substation construction activities.
- Monitor safety during:
- Equipment Foundation Works
- Excavation & Civil Works
- Structural Erection
- Electrical Equipment Installation
- Cable Trench Works
- Transformer / Reactor Installation
- Lifting & Heavy Equipment Handling
- Electrical Testing & Energization
- Ensure safe working distances, electrical isolation, barricading, signage, and restricted-area controls.
4. High-Risk Activity Management
- Monitor and control high-risk activities including:
- Work at Height
- Excavation & Trenching
- Lifting & Rigging
- Scaffolding
- Hot Work
- Electrical Work
- Heavy Equipment Movement
- Confined Space Entry
- Concrete & Piling Operations
- Verify work permits before commencement of critical activities.
- Ensure implementation of Permit-to-Work (PTW), Job Safety Analysis (JSA), and Lockout/Tagout (LOTO) procedures wherever applicable.
5. Risk Assessment & Safety Planning
- Conduct Job Safety Analysis (JSA), Risk Assessments, and Hazard Identification for site activities.
- Review method statements and ensure adequate safety controls are incorporated.
- Identify potential hazards and recommend appropriate preventive and corrective measures.
- Monitor implementation of control measures at work fronts.
6. Safety Training & Awareness
- Conduct daily Toolbox Talks (TBT) and safety briefings.
- Conduct safety induction programs for new employees, workers, and subcontractors.
- Organize awareness sessions on work at height, electrical safety, lifting, excavation, PPE, fire safety, and emergency response.
- Promote a strong safety culture across project sites.
7. Incident Investigation & Emergency Management
- Investigate accidents, incidents, near misses, and unsafe occurrences.
- Prepare incident reports and assist in root-cause analysis.
- Recommend and monitor corrective and preventive actions.
- Coordinate emergency preparedness activities and mock drills.
- Ensure availability and readiness of first-aid, firefighting, rescue, and emergency response equipment.
8. Safety Inspection & Audit
- Conduct regular safety inspections of work fronts, equipment, tools, scaffolding, lifting accessories, and temporary facilities.
- Monitor compliance with statutory and client HSE requirements.
- Participate in internal and external safety audits.
- Maintain safety observation reports and ensure timely closure of corrective actions.
9. Contractor & Subcontractor Safety Management
- Monitor safety performance of contractors and subcontractors.
- Ensure workers are properly trained, inducted, and equipped with required PPE.
- Review contractor safety documentation and work procedures.
- Conduct contractor safety meetings and performance reviews.
- Take corrective action against unsafe practices and repeated violations.
10. Documentation & Reporting
- Prepare daily, weekly, and monthly HSE reports.
- Maintain records of:
- Safety Inspections
- Toolbox Talks
- Safety Inductions
- Risk Assessments
- Work Permits
- Training Records
- Incident / Near-Miss Reports
- Safety Observations
- Corrective & Preventive Actions
- Maintain statutory and project-specific HSE documentation.
11. Coordination & Compliance
- Coordinate with Project Managers, Construction Managers, Engineers, Supervisors, QA/QC teams, contractors, and client HSE representatives.
- Participate in project safety meetings and progress reviews.
- Ensure compliance with applicable statutory safety regulations and client-specific HSE standards.
- Support implementation of project HSE targets and continuous improvement initiatives.
