Qualifications

Job Description

Resident Engineer shall be responsible for qualitative technical and administrative services for implementation and management of the construction of berths and associated structures projects, ensuring the overall performance of the supervision team for the entire project.

The major tasks for the Resident Engineer shall include but are not limited to the following:

  • Assist the client with the review of the contractors’ securities, insurance and safety plans.
  • Scrutinize the contractor’s work programme and the scheme for deployment of plant, equipment and machinery for approval of the general manager (operations).
  • Assist the client in the interpretation of provisions in the contract documents and technical specifications.
  • Assist the authority / chief engineer (civil) in handing over the site and issuing orders to commence the works.
  • Regularly supervise the works and evolve and implement quantity and quality control procedures, develop criteria for the acceptance of works, prepare and issue variation orders after client approval, assist in the evaluation of contractor claims, and verify and certify contractors’ interim certificates and bills for approval of the engineer‑in‑charge of the project.
  • Assist the contractor in monitoring physical and financial progress of the works, prepare quarterly project budgets and estimates, conduct monthly progress meetings, compile monthly progress reports and prepare quarterly reports, and strictly monitor progress for timely completion of the project.
  • Verify and certify contractor statements at completion, prepare the project completion report, manage time schedules and team resources, and advise the contractor/client in all matters related to progress, delays, possible reasons and mitigating measures.
Qualifications
  • Master’s or Bachelor’s degree in Civil Engineering with 15 years of experience in the port sector.
  • Led the team in PMC work for not less than five fishing harbor or port sector projects, including breakwaters, berths, jetties, quays, dredging, reclamation and other civil works (minimum one work in each assignment).
