About the Role

The Project Manager – Monitoring, Evaluation & Learning (MEL) will be responsible for transforming monitoring, evaluation and research findings into high-quality reports, knowledge products and communication materials for programme teams, senior management, funders and external stakeholders.
Working closely with the MEL team, statisticians, programme teams and external research partners, the role will synthesise evidence generated through SELCO Foundation's Monitoring, Evaluation & Learning (MEL) system—including Baseline, Midline and Endline (BME) evaluations, routine monitoring, and thematic research studies—into compelling reports, publications and actionable insights. The position will also support proposal development, dissemination of evidence, and management of evaluation studies.

Key Responsibilities
1. Evidence Generation & Knowledge Management
  • Interpret findings from BME evaluations, monitoring systems and research studies to generate actionable programme insights.
  • Translate quantitative and qualitative findings into clear, evidence-based reports and recommendations.
  • Prepare learning briefs, case studies, evidence notes, success stories and programme summaries.
  • Identify programme learnings, best practices and implementation challenges.
  • Facilitate learning and reflection sessions with programme teams.
  • Document organisational learning and support knowledge management initiatives.
  • Promote the use of evidence for programme planning and decision-making.
2. Proposal Development & Reporting Proposal Development
  • Support Programme and Partnerships teams in developing MEL concept notes in the funding proposals.
  • Develop MEL sections of proposals, including results frameworks, indicators, MEL plans and evaluation approaches.
  • Ensure proposed MEL frameworks are practical, measurable, aligned with organisational MEL systems and feasible within programme resources.
  • Provide programme evidence, evaluation findings and impact data to strengthen proposals.
  • Recommend appropriate monitoring and evaluation strategies, indicators and research activities for new programmes.
Funder & Management Reporting
  • Maintain a reporting calendar for donor and management reporting requirements.
  • Prepare high-quality donor reports, annual reports, impact reports, programme reports and management reports.
  • Translate evaluation findings into compelling narratives for different audiences.
  • Coordinate with programme teams to ensure reports are evidence-based, accurate and submitted on time.
  • Support dissemination of reports through presentations, publications and stakeholder meetings.
  • Maintain a repository of reports, case studies and knowledge products.
3. Publications & Knowledge Dissemination
  • Develop evidence-based content for SELCO Foundation's website, newsletters and social media platforms.
  • Prepare technical papers, policy briefs, research articles and other knowledge products for publication.
  • Identify opportunities to publish evaluation findings in journals and sector platforms.
  • Review and edit external evaluation reports before publication.
  • Work with the Communications team to disseminate programme evidence and impact stories.
4. Evaluation & Research Support
  • Support the planning and implementation of Baseline, Midline and Endline (BME) evaluations and other thematic studies.
  • Develop evaluation concepts, methodologies, data collection tools and Terms of Reference (ToRs).
  • Coordinate with external research agencies and consultants.
  • Review evaluation protocols, field processes and final reports.
  • Ensure evaluation activities meet organisational quality and ethical standards.
5. Stakeholder Coordination
  • Collaborate with Programme Teams, MEL Team, Communications Team, Knowledge Team and external research partners.
  • Support donor meetings, programme reviews and dissemination events.
  • Build effective relationships with internal and external stakeholders to strengthen evidence generation and utilisation.

Qualifications
  • Master's degree in, Development Studies, Social Sciences, Statistics, Economics, Public Policy or a related discipline.
Experience
  • 5–8 years of experience in Monitoring, Evaluation & Learning (MEL), research, programme evaluation or evidence generation.
  • Demonstrated experience in preparing donor reports, impact reports and technical publications.
  • Experience supporting proposal development and managing evaluation studies.
  • Experience working with development sector programmes will be preferred.
  • Excellent analytical, report writing and communication skills.
  • Strong ability to translate evidence into clear, actionable insights.
  • Experience with programme evaluation and mixed-method research.
  • Familiarity with MEL frameworks, theories of change and results frameworks.
  • Strong stakeholder coordination and project management skills.
  • Proficiency in Microsoft Office; familiarity with Power BI dashboards and digital data collection platforms is desirable.
  • High attention to detail, strong organisational skills and ability to manage multiple priorities.
