Responsibilities

Purpose

CEEW seeks to hire a motivated and suitablecandidate for the position of Programme Associate/Programme Lead within the LowCarbon Economy team to support and advance the organisation’s work on carbonmarkets and carbon pricing policy.

The carbon markets workstream at CEEW aims toinform the design, implementation, and evaluation of market-based mechanismsthat support India’s low‑carbon transition. This includes research andengagement on India’s Carbon Credit Trading Scheme (CCTS), voluntary carbonmarkets, Article 6 of the Paris Agreement, carbon border adjustment measures(CBAM), industrial decarbonisation, and emerging climate‑trade policydevelopments.

The role combines rigorous policy‑relevantresearch, programme management, stakeholder engagement, and thought leadership.The selected candidate will contribute to building a robust evidence base toinform policymaking, support engagement with national and internationalstakeholders, and strengthen India’s understanding of carbon pricing andmarket‑based climate policy instruments.

The role‑holder will be expected toconceptualise and deliver high‑quality research, manage research projects andteams, engage with policymakers and industry stakeholders, contribute tofundraising efforts, and represent CEEW in relevant national and internationalforums. Success in this role will depend not only on the quality of researchproduced but also on the ability to build strategic partnerships, fosterdialogue among diverse stakeholders, and contribute to shaping the broaderdiscourse on carbon markets, industrial competitiveness, and climate policy.

Job Duties andAccountabilities
Research
  • Conceptualise andundertake original research aligned with CEEW’s strategy on carbon markets.
  • Develop robustanalytical and methodological approaches to support high‑quality policy‑relevantresearch.
  • Conductquantitative and qualitative analysis on compliance and voluntary carbonmarkets, carbon pricing instruments, Article 6 mechanisms, and emerginginternational developments.
  • Design andimplement research projects, surveys, analytical frameworks, and policyassessments.
  • Prepare researchreports, policy briefs, briefing notes, journal publications, and otherknowledge products.
  • Publish anddisseminate research through peer‑reviewed journals, conferences, stakeholderconsultations, and policy forums.
  • Monitor policydevelopments in India and globally relating to carbon markets, climate policy,industrial competitiveness, and sustainability‑linked trade measures.
  • Contribute to thedevelopment of innovative research proposals and new workstreams.
ResearchManagement
  • Manage andcoordinate research projects, ensuring timely delivery of outputs and adherenceto quality standards.
  • Work closely withinternal teams to leverage cross‑sectoral expertise and strengthen researchoutcomes.
  • Build, supervise,and mentor a high‑performing research team.
  • Contribute to thedevelopment of project workplans, budgets, timelines, and reportingrequirements.
  • Ensure effectiveproject execution and stakeholder management across multiple initiatives.
  • Provide strategicoversight to programme design, implementation, and delivery across multipleprojects.
  • Identify emergingpolicy priorities and position CEEW as a leading voice in the carbon marketsecosystem.
StakeholderEngagement and Strategic Outreach
  • Engageproactively with government ministries, regulators, industry associations,international organisations, think tanks, academia, and civil societyorganisations.
  • Support andrepresent CEEW in national and international consultations, conferences, workshops, and policy dialogues.
  • Develop andmaintain strategic partnerships that strengthen the impact and visibility ofCEEW’s work.
  • Organise and leadstakeholder consultations, workshops, roundtables, and capacity-buildingactivities.
  • Write opinionpieces, blogs, articles, and communication products for broader dissemination.
Fundraising andProgramme Development
  • Contribute to thedevelopment of concept notes, project proposals, and funding applications.
  • Support donorengagement and reporting requirements associated with ongoing projects.
SelectionCriteria
Education
  • Master’s degreeor PhD in Environmental Economics, Economics, Public Policy, EnvironmentalStudies, Sustainability, Energy Studies, Climate Policy, or a related field.
  • Candidates with demonstratedexpertise in carbon markets, carbon pricing, industrial decarbonisation,climate finance, or related areas will be preferred.
Work Experience
  • Typically 5–7+years of relevant post‑graduate professional experience.
  • Demonstratedexperience in policy research, economics, climate policy, sustainability, orrelated fields.
  • Stronganalytical, quantitative, and writing skills.
  • Proven experiencein leading independent research programmes and managing multidisciplinaryteams.
  • Demonstratedtrack record of fundraising, donor engagement, and programme development.
  • Experiencemanaging complex research portfolios and delivering policy‑relevant outcomes.
  • Strong networksacross government, industry, academia, and international organisations.
  • Demonstratedability to translate research into policy influence and stakeholder engagement.
