Job Summary

The Program Associate will support the day-to-day coordination, implementation, monitoring, data management, documentation and administrative requirements of the Access to Treatment Programme. Working under the guidance of the Senior Manager/Project Lead, the Program Associate will coordinate closely with the District Program Coordinators to track project activities and targets across the three project districts.

Requirements

Qualification Required: Graduate or Postgraduate in Public Health, Health Management, Social Work, Social Sciences, Development Studies or a related discipline

Experience

• Minimum 2-4 years of relevant experience in program coordination, monitoring, data management, documentation, reporting and/or field implementation, preferably in public health or development programms.
• Experience in maintaining programme databases, Excel-based trackers, dashboards and project records, including consolidation of field-level data.
• Experience in supporting programme/donor reports, presentations, trainings, meetings and field activities.
• Experience in maintaining activity and financial supporting documents, including bills, vouchers and invoices, and coordinating with Finance/Administration teams is desirable.
• Experience with government health systems, primary healthcare, NCDs, cancer screening or community health programmes will be an advantage.
• Familiarity with AAMs, NHM, NCD programmes and/or Delhi s public health system, particularly the project districts, will be preferred.

About the Project

The Access to Treatment Programme - Non-Communicable Diseases (NCDs), with a focus on Oral, Breast and Cervical Cancers, aims to strengthen community awareness, primary-level cancer screening, early identification of suspected cases, referral, follow-up and patient navigation among underserved populations in East Delhi, Northeast Delhi and North Delhi. The programme will be implemented through the existing public health system, particularly Ayushman Arogya Mandirs (AAMs), MCD Health Centres/Dispensaries, frontline health workers and existing community platforms. It will focus on eligible adults aged 30 years and above, with particular attention to women, tobacco users and other high-risk and underserved populations.

During the implementation period, the programme aims to screen at least 20,000 eligible adults, train and/or mentor at least 250 health workers, and conduct at least 100 community awareness and mobilization sessions/events across the three districts. To facilitate achievement of the screening target, the programme will leverage community platforms for awareness and mobilization, routine facility-based screening through AAMs and MCD Health Centres/Dispensaries, and planned outreach screening activities/camps, particularly for underserved and low-coverage populations.

The programme is structured around four core objectives:

1. Health Workforce Capacity Building: Train and mentor ASHAs, ANMs, CHOs, Staff Nurses and Medical Officers on NCD/cancer awareness, risk assessment, screening protocols, counselling, referral and follow-up.
2. Community Awareness and Mobilization: Leverage existing platforms such as UHSNDs, MAS meetings, community gatherings, health events and street plays to increase cancer awareness, address risk factors, myths and stigma, and mobilize eligible adults for facility-based and outreach screening.
3. Facility Readiness, Primary Screening and Institutionalization: Strengthen facility readiness, including trained personnel, essential screening materials, reporting mechanisms and referral linkages. Facilitate protocol-based screening for oral, breast and cervical cancers through selected AAMs and MCD Health Centres/Dispensaries, supplemented by outreach activities where required, with emphasis on integrating screening into routine primary healthcare/NCD services.
4. Referral, Follow-up and Patient Navigation: Ensure counselling, referral and follow-up of individuals with suspected or abnormal findings and facilitate linkage to appropriate higher-level public health/referral facilities for further assessment or diagnostic confirmation, while minimizing loss to follow-up.

The programme will strengthen existing government systems rather than create parallel service-delivery structures, with emphasis on establishing sustainable linkages across the continuum of community awareness and mobilization primary screening at health facilities/outreach platforms referral follow-up/patient navigation appropriate next-level care. The overall approach will focus not only on achieving the programme s screening targets but also on strengthening facility readiness and institutionalizing primary cancer screening within the existing public health system.
