Job summary

ICF Next in New Delhi seeks a Team Leader / Program Manager to lead a multidisciplinary Programme Management Unit supporting the National Mission on Cleantech Manufacturing. The role provides strategic and technical leadership, oversees delivery of mission outputs, and acts as the primary liaison with MNRE.

You will guide cross-functional teams across policy, industry engagement, R&D, and implementation, ensuring outputs are evidence-based and aligned with mission objectives.

Qualifications

• Master's degree in Engineering, Technology, Renewable Energy, Public Policy, Management or Finance.
• Minimum 10 years of experience leading PMU projects.
• Proven ability to coordinate cross-functional teams and deliver strategic outcomes.

Responsibilities

• Provide inputs for programme design, implementation frameworks, and indigenization strategies.
• Lead delivery across strategy, policy support, industry engagement, R&D, workforce and market development.
• Oversee multidisciplinary experts and ensure integration and quality of outputs.
• Lead benchmarking, investment frameworks, state manufacturing strategies, and stakeholder consultations.
• Establish work plans, track milestones, manage risks, and ensure timely deliverables.
• Coordinate with MNRE and with central ministries, states, industry, and financial institutions.
• Guide KPI-based monitoring dashboards, market intelligence, and strategic advisory notes.
• Ensure outputs are implementation-ready and aligned with Mission objectives.

The role will provide strategic and technical leadership, oversee delivery of mission outputs, and serve as the primary liaison with MNRE.

Key Responsibilities

• Provide technical inputs for programme and project design, implementation frameworks, bidding guidelines, indigenization strategies, taxation, and international trade issues.
• Lead delivery across strategy, policy support, industry engagement, raw material security, R&D, workforce development, market development, technology indigenization, state support, and investment mobilisation.
• Oversee multidisciplinary sector experts and ensure integration and quality of outputs.
• Lead international benchmarking, investment frameworks, state manufacturing strategies, cluster facilitation plans, stakeholder consultations, and consolidated reports.
• Establish work plans, track milestones, manage risks, and ensure timely completion of all deliverables.
• Act as the primary liaison with MNRE and coordinate with central ministries, states, industry stakeholders, financial institutions, and research organisations.
• Guide development of KPI-linked monitoring frameworks, dashboards, market intelligence, and strategic advisory notes.
• Ensure that PMU outputs are implementation-ready, evidence-based, and aligned with the Mission objectives.

Required skills and experience

Master's degree in Engineering / Technology / Renewable Energy / Public Policy / Management / Finance

Minimum 10 years of relevant experience in leading PMU projects.

Working Relationships

Work closely with Client, internal PMU colleagues and relevant state, utility, financial, vendor or technology stakeholders.

Maintain role‑specific work plans, action trackers, deliverable calendars and supporting records.

Produce clear, accurate and decision‑ready outputs within agreed timelines and quality standards.

Handle programme, beneficiary, financial, portal and stakeholder information confidentially and follow approved access and information‑security requirements.

Undertake field travel and support urgent programme reviews when required by the assignment.
