The Officer, Data & Evaluation will anchor and lead all Research, Monitoring & Evaluation (RM&E) related activities at the State level. Based in Jharkhand, the position will report directly to the Senior Lead, Implementation, with dotted-line reporting to the Senior Lead, Data and Evaluation RM&E at the Country Office in Delhi.
The role will involve regular travel within the state for monitoring and technical support and will contribute to strengthening government-led monitoring systems, assessments, data collection and analysis, and the use of data for decision-making. The incumbent will serve as the key point of contact for all RM&E functions at the State level and work closely with programme teams, government stakeholders and the India Country Office RM&E team to ensure the quality implementation of Monitoring & Evaluation processes.
The ideal candidate is an experienced Monitoring and Evaluation professional with at least five years of relevant experience, preferably within the education sector, and a strong understanding of data collection, data quality, monitoring systems, assessments and evaluations. Experience with Foundational Literacy and Numeracy (FLN) would be desirable. The candidate should be proficient in Microsoft Excel, Power BI and SurveyCTO and able to analyse and synthesise data into actionable insights for programme improvement and decision-making.
The role is particularly suited to a collaborative, analytical and well-organised professional who can work effectively with programme teams, government stakeholders, district and national teams, donors and technical partners. The candidate should be comfortable providing technical support, strengthening government monitoring and reporting systems, building stakeholder capacity, preparing high-quality reports and presentations, and travelling regularly across Jharkhand for monitoring, evaluation and technical support.
