Job summary

Room to Read seeks an Officer, Data & Evaluation to anchor RM&E at the State level in Jharkhand, Ranchi. You will coordinate with district teams and government officials to ensure data collection, validation, and reporting support.

The role involves field studies, dashboards, and data-driven decision-making across programs. You will travel regularly within the state, provide technical guidance to stakeholders, and contribute to improving government monitoring systems and evidence-based program

Qualifications

• Postgraduate degree in Social Sciences, Education, Public Policy, Development Studies, or a related field.
• A minimum of five years in monitoring and evaluation.
• Experience with Foundational Literacy and Numeracy (FLN) is desirable.
• Proficiency in Microsoft Excel, Power BI, SurveyCTO.
• Strong analytical, coordination and project management skills.
• Ability to travel regularly for monitoring, evaluation and technical support.
• Strong verbal and written communication skills in English and Hindi.

Responsibilities

• Lead the planning, coordination, and execution of RM&E activities at the State level in line with program and government priorities.
• Coordinate with district teams and government officials to ensure smooth data collection, validation, and reporting processes.
• Provide technical support to government stakeholders to strengthen monitoring and reporting systems.
• Support the planning and execution of government-led assessments.
• Support the design and implementation of field studies, surveys, and evaluations with State and Country Office teams.
• Ensure regular data quality checks and adherence to data protocols.
• Analyze and synthesize data to generate actionable insights and evidence for program improvements.
• Support in refining dashboards, visualizations and data summaries.
• Build the capacity of government counterparts and program teams in data collection and evaluation.
• Prepare reports, briefs, case studies, and presentations for stakeholders and partners.

The position will be based at Jharkhand and will directly report to the Senior Lead, Implementation and have dotted reporting to Senior lead, Data and Evaluation – RM&E at Country Office, Delhi. The position will involve regular travel within the state for monitoring and technical support. The position will contribute to improving government-led monitoring systems, assessments, supporting data collection and analysis, and enhancing data use for decision-making. The Officer will serve as the key point of contact for all RM&E functions at the state level, working closely with program teams, and government stakeholders and India Country Office RM&E team to ensure quality implementation of Monitoring & Evaluation processes.
