About the position

PATH is seeking a Monitoring & Evaluation Officer to support monitoring, evaluation, learning, and data-use activities across health systems projects. Reporting to the Lead - Learning and Impact, the M&E Officer will support the design and implementation of M&E frameworks, data-collection systems, assessments, data-quality processes, analysis, visualization, reporting, and documentation of learning. The position will work closely with project teams and partners to ensure that timely, reliable, and actionable evidence is available for program management and decision-making.

Responsibilities
  • Support the Lead - Learning and Impact in developing and updating the project s results framework, logframe, MEL plan, indicator reference sheets, data management plans, data dictionaries, and M&E standard operating procedures, with clear definitions, data sources, frequency, responsibilities, and quality standards.
  • Help set baselines and targets for key project indicators and track progress against them on a regular basis.
  • Design, test, and update data collection tools such as surveys, facility checklists, and interview guides, including digital forms on platforms such as KoBoToolbox or ODK.
  • Train state and city teams, field staff, and partners on data collection tools, sampling, informed consent, and data quality.
  • Coordinate routine monitoring and periodic assessments, including baseline, midline, and endline data collection across intervention geographies.

  • Clean, analyse, triangulate, and interpret quantitative and qualitative data; disaggregate findings as appropriate, conduct trend and gap analyses, and maintain progress trackers and dashboards in Excel, Power BI, or similar tools to generate actionable insights for programme teams.
  • Support government counterparts at state, district, and city level in analysing and using routine data from HMIS, AB-HWC, and other national portals for planning and review.
  • Draft monthly, quarterly, and annual progress reports, donor reports, and data summaries, clearly separating observed data from estimates and stating data limitations.
  • Support the design and management of internal assessments and external evaluations, including development of protocols, sampling approaches, analysis plans, terms of reference, review of tools, ethics-related documentation where applicable, and quality assurance during fieldwork.
  • Coordinate with external data-collection, research, or evaluation agencies/consultants, as required, to ensure adherence to agreed methodology, data-quality standards, timelines, and deliverables.
  • Help organise review meetings and learning sessions; support the project learning agenda, document lessons learned, case studies, and good practices, and track agreed actions so that monitoring and evaluation findings are used for course correction and programme improvement.
  • Prepare technical reports, impactful presentations, and knowledge products for government, donor, and internal audiences.
