Morph Enterprise seeks a mid-level Proposal Writer with 2+ years in Government staffing to lead end-to-end bids for Federal, State, Local and SLED opportunities. Qualifications

Responsibilities

• Lead full lifecycle proposal development for Federal, State, Local, and SLED opportunities.
• Analyze RFP/RFQ/RFI solicitations and develop compliance matrices and response outlines.
• Draft technical, management, staffing, and past performance narratives.
• Collaborate with recruiters, operations, finance, and leadership to gather inputs.
• Ensure adherence to formatting, evaluation criteria, and submission deadlines.
• Develop proposals for agencies such as Federal departments (e.g., DoD, DHS, HHS), state workforce agencies, local municipalities and counties, educational institutions and public universities.
• Manage subcontracting proposals (Prime/Sub relationships) and support teaming agreements.
• Participate in bid/no-bid decisions and shape win strategies with Business Development.
• Conduct competitor analysis and support oral presentations and clarification responses.
• Maintain proposal content library, ensure FAR/DFARS and state procurement compliance, coordinate pricing narratives with finance, and support audits.

About the Role

We are seeking an experienced Senior Proposal Writer with strong expertise in Federal, State, Local, and SLED government proposals, including subcontracting and collaborative bid environments. The ideal candidate will lead end-to-end proposal development for staffing and workforce solutions opportunities across public sector agencies.

This role requires deep knowledge of government procurement processes, RFP/RFQ/RFI responses, compliance matrices, and staffing-related bid submissions.

Key Responsibilities

Proposal Development & Management

• Lead full lifecycle proposal development for Federal, State, Local, and SLED opportunities.
• Analyze RFP/RFQ/RFI solicitations and develop compliance matrices and response outlines.
• Draft compelling technical, management, staffing, and past performance narratives.
• Collaborate with recruiters, operations, finance, and leadership to gather required inputs.
• Ensure adherence to formatting, evaluation criteria, and submission deadlines.

Government & SLED Focus

• Develop proposals for agencies such as:
• Federal departments (e.g., DoD, DHS, HHS)
• State workforce agencies
• Local municipalities and counties
• Educational institutions and public universities
• Manage subcontracting proposals (Prime/Sub relationships).
• Support teaming agreements and joint venture proposal coordination.

Collaboration & Strategy

Required Qualifications

• 2+ years of proposal writing experience in Government Staffing / Workforce Solutions

Strong experience in:

• Federal Government proposals
• State & Local bids

• Subcontracting & teaming proposals
• Proven success in winning competitive public sector bids.

Strong understanding of:

• Government procurement lifecycle
• Compliance matrices
• SAM.gov and state procurement portals
• Excellent writing, editing, and document formatting skills.
• Ability to manage multiple deadlines in a fast-paced environment.

Preferred Qualifications

• Experience with GSA Schedule proposals
• Knowledge of IDIQ, MSAs, and Master Vendor Programs
• Familiarity with ATS/HRIS or staffing technology platforms
