About the Role

The Manager - Monitoring & Evaluation (M&E) will lead the strategic design, implementation, and management of M&E studies across multiple social impact projects. This senior leadership role involves managing teams of M&E professionals, establishing organizational M&E standards, and ensuring the delivery of high‑quality evidence‑based insights that drive meaningful social change. The Manager will be responsible for client relationship management, strategic planning, and building institutional capacity in monitoring and evaluation.

Key Responsibilities
Strategic Leadership & Team Management
  • Lead and manage a team of Sr. Executives, Executives, and Research Associates.
  • Provide strategic direction for M&E activities across multiple projects and sectors.
  • Mentor and develop junior staff, conducting performance evaluations and career development planning.
  • Establish and maintain organizational M&E standards, protocols, and quality assurance frameworks.
  • Coordinate with senior leadership on strategic planning and business development initiatives.
M&E Framework Design & Implementation
  • Design and oversee the development of M&E frameworks and studies for social impact projects.
  • Lead the creation of theories of change, logical frameworks, and results measurement systems.
  • Establish organizational standards for data collection methodologies and quality assurance protocols.
  • Oversee the development of qualitative and quantitative M&E tools, instruments, and digital data collection systems.
  • Ensure alignment of M&E frameworks with donor requirements and international best practices.
Research & Analysis Leadership
  • Lead comprehensive quantitative and qualitative research studies across multiple projects.
  • Oversee complex data analysis using advanced statistical methods and research methodologies like Excel, SPSS, Dedoose, NVIVO, etc.
  • Guide teams in generating actionable insights and strategic recommendations from complex datasets.
  • Establish data analysis protocols and ensure consistent application across all projects.
Client Relationship Management & Business Development
  • Serve as primary point of contact for key clients and stakeholders on M&E matters.
  • Lead proposal development and technical writing for M&E project leads.
  • Present findings and recommendations to senior leadership of client organizations.
  • Facilitate high‑level stakeholder meetings and strategic planning sessions.
  • Identify opportunities for expanding M&E services and building long‑term client partnerships.
Report Writing & Knowledge Management
  • Lead the preparation of visually appealing and data‑focused evaluation reports, research studies, and policy briefs.
  • Ensure all reports meet international standards for evaluation and research documentation.
  • Oversee the development of knowledge products, case studies, and thought leadership materials.
  • Establish organizational knowledge management systems and best‑practice documentation.
Capacity Building & Training
  • Design and deliver training programs on M&E methodologies for internal teams and external partners.
  • Develop organizational capacity in emerging M&E approaches and technologies.
  • Lead workshops and capacity building sessions for client organizations.
  • Contribute to the development of M&E training curricula and materials.
  • Represent the organization at conferences, workshops, and professional forums.
Required Skills & Qualifications
Education & Experience
  • Master's degree or PhD in Development Studies, Statistics, Economics, Social Work, or related field.
  • Minimum 8 years of experience in research roles within development sector/NGOs/research organizations.
  • Minimum 4 years of experience specifically in Monitoring & Evaluation roles.
  • Proven experience in managing teams and leading complex projects.
Technical Skills
  • Must be proficient in at least one of the following:
  • Quantitative Tools: SPSS, R, Stata or Advanced Excel.
  • Qualitative Tools: Dedoose, NVivo, or Atlas.ti.
Core Competencies
  • Exceptional written English skills with proven ability to produce high‑quality research reports.
  • Strong knowledge of both qualitative and quantitative research methodologies.
  • Experience in developing M&E frameworks, logical frameworks, and theory of change models.
  • Proven ability to design and oversee implementation of data collection tools and survey instruments.
  • Demonstrated experience in leading and managing teams of M&E professionals.
  • Excellent presentation and facilitation skills with ability to communicate with senior stakeholders.
  • Strong project management capabilities with experience managing multiple projects simultaneously.
  • Experience with mobile data collection platforms (SurveyCTO, KoBo Toolbox, etc.).
  • Strong analytical thinking and strategic problem‑solving capabilities.
Preferred Qualifications
  • Experience with social development programs in education, health, livelihoods, or governance.
  • Familiarity with participatory evaluation methods and community‑based research approaches.
  • Knowledge of donor requirements and international evaluation standards (OECD‑DAC, SROI, etc.).
  • Experience in proposal writing and business development activities.
  • Publication record in peer‑reviewed journals or policy publications.
