Role & responsibilities

HSE Strategy, Governance & Leadership

• Develop, implement, and periodically review the HSE strategy, objectives, targets, and KPIs for CBM and pipeline operations in line with corporate HSE goals and business plans.
• Provide visible safety leadership; set and enforce expectations for Goal Zero / No Harm and hold line management and contractors accountable for HSE performance.
• Act as the primary HSE interface with senior management, regulators, statutory authorities, and key external stakeholders for CBM and pipeline businesses.

Management System & Regulatory Compliance

• Own and maintain the integrated HSE Management System for CBM and pipelines (policies, standards, procedures, guidelines) and ensure effective implementation across all sites and contractors.
• Ensure compliance with applicable Indian regulations and standards, including but not limited to:
• OISD, PNGRB, DGMS, PESO, CPCB / State PCB, MoEF&CC & Other: Explosives rules (where applicable), local municipal and land‑use regulations.
• Maintain and update the Regulatory Compliance Register for CBM and pipelines; ensure timely renewals of approvals, NOCs, consents, and statutory filings.
• Lead or coordinate regulatory inspections, audits, and interactions with OISD, PNGRB, DGMS, PESO, PCB, MoEF CC, and other authorities; ensure prompt closure of observations and compliance reporting.

Risk Management & Process Safety (CBM + Pipeline)

• Ensure systematic identification, assessment, and control of HSE risks across the CBM and pipeline lifecycle: exploration, drilling, completion, dewatering, gas production, compression, gathering, processing, transmission, and distribution interfaces.
• Lead or oversee HAZID, HAZOP, BowTie, QRA, HAZCOM, and other process safety studies for CBM facilities, compressor stations, GGS/CGS, pipeline segments, pigging operations, and tie‑ins.
• Ensure definition and periodic review of Safety, Environmental, and Production Critical Elements SCE and associated performance standards for CBM and pipeline assets.

Operations Support & Assurance (CBM & Pipeline)

Oversee HSE support to:

• CBM: drilling, completions, workovers, dewatering, gas production, compression, gathering, and O&M.
• Pipelines: route survey, ROW management, construction, welding, coating, lowering‑in, hydro testing, commissioning, pigging, hot‑tapping, isolation, and O&M activities.
• Plan and ensure execution of regular HSE inspections, audits, and management visits to CBM well sites, GGS/CGS, compressor stations, pipeline spreads, pigging stations, and camps.
• Review and approve contractor HSE plans, bridging documents, emergency response plans, and training matrices for drilling, civil, pipeline, commissioning, and O&M contractors.
• Monitor contractor HSE performance through joint inspections, performance reviews, and enforcement of contractual HSE requirements; ensure alignment with OISD and PNGRB expectations

Incident Management, Investigation & Learning

• Lead or oversee investigation of all significant incidents, near misses, spills, leaks, ruptures, fires, and high‑potential events in CBM and pipeline operations; ensure root cause analysis, corrective actions, and lessons learned are effectively implemented.
• Ensure timely internal and external incident reporting as per company and regulatory requirements (including PNGRB incident reporting norms where applicable).

Promote a just culture that encourages reporting, learning, and proactive risk reduction across CBM and pipeline teams.

Emergency Preparedness, Crisis Management & Regulatory Coordination

• Develop, maintain, and periodically test the integrated Emergency Response Plan (ERP) covering CBM sites, GGS/CGS, compressor stations, pipeline segments, and key tie‑in points, in line with OISD-STD-227 and PNGRB requirements.
• Ensure regular emergency drills (blowout, gas leak, fire, pipeline rupture, spill, H2S if applicable, medical, mass casualty) are conducted, evaluated, and improved, with participation from local authorities where relevant.
• Coordinate with local administration, police, fire services, hospitals, and disaster management authorities to enhance emergency preparedness for CBM and pipeline operations, as envisaged under PNGRB and OISD guidelines.
• Serve as a key interface during crisis management and major incidents, supporting the Incident Commander / Chief Incident Controller and ensuring regulatory notifications and communications are managed appropriately.

Training, Competence & Safety Culture

• Identify HSE training needs for CBM and pipeline operations and ensure delivery of induction, role‑specific, and behavioural safety training for employees and contractors.
• Ensure competence assurance for HSE‑critical roles (permit issuers, gas testers, welders, NDT technicians, crane operators, drivers, pipeline controllers, emergency responders).
• Drive behavioural-based safety (BBS), safety campaigns, safety leadership programs, and recognition initiatives to strengthen safety culture across CBM and pipeline assets.

Environmental Management, Sustainability & Stakeholder Engagement

• Oversee implementation of Environmental Management Plans (EMP) for CBM and pipeline projects, including water management (produced water), waste management, air emissions, noise, soil protection, and biodiversity aspects as per EC conditions.
• Ensure proper monitoring, reporting, and compliance with environmental clearances, consents to operate, and monitoring conditions imposed by MoEF&CC and PCBs for CBM and pipeline facilities.
• Support sustainability initiatives (e.g., produced water reuse, flare reduction, energy efficiency, GHG monitoring/reporting, leak detection and repair LDAR for pipelines) as per corporate direction and regulatory expectations.
• Engage with local communities, landowners, and stakeholders on HSE and environmental matters related to pipeline ROW and CBM operations, in coordination with corporate affairs / land teams

Performance Monitoring, Reporting & Regulatory Interfaces

• Define, track, and report HSE leading and lagging indicators for CBM and pipeline operations (TRIR, LTIF, HiPo, pipeline leaks/ruptures, audit scores, environmental exceedances, regulatory observations, etc.).
• Prepare and present HSE performance dashboards, trend analyses, and improvement plans to senior management, governance forums, and regulators as required.
• Lead or contribute to HSE management reviews, internal audits, and external audits (including OISD and PNGRB‑driven audits) for CBM and pipeline business.
• Act as focal point for regulatory inspections, notices, show‑cause letters, and compliance submissions to OISD, PNGRB, DGMS, PESO, PCB, MoEF&CC, and other authorities; ensure timely, accurate, and defensible responses.

Preferred candidate profile

• Bachelors degree in Engineering (Petroleum, Mechanical, Chemical, or related) or a recognized diploma in Engineering.
• 10 years of HSE experience in oil & gas upstream sector, with Operations.
• Additional qualifications in HSE (e.g., RLI Diploma in Engineering, strongly preferred.), MTech HSE
• Drive ALARP demonstration for major hazards and ensure robust Management of Change (MoC) for technical, organizational, and procedural changes in CBM and pipeline systems.
