Qualifications

Responsibilities

  • Lead and oversee all HSE aspects of drilling rig operations, ensuring safe execution of all activities.
  • Ensure risk management processes (HIRA, JSA, TRA, HAZID/HAZOP) with validated controls.
  • Provide HSE oversight for drilling, well intervention, rig moves and SIMOPS.
  • Conduct regular inspections, identify unsafe acts/conditions and close corrective actions.
  • Ensure compliance with OISD, DGMS, and company HSE requirements including audits.
  • Lead emergency preparedness plans and regular drills for various scenarios.
  • Investigate incidents and drive corrective actions with root-cause analysis.
  • Manage HSE performance of contractors and subcontractors.
  • Ensure training, competency, toolbox talks and safety awareness for rig personnel.

Job description

Main Purpose:

To lead and oversee all HSE activities associated with Drilling Rig operations, ensuring safe, efficient and compliant execution of rig and well-site activities through effective risk management, safety assurance, emergency preparedness, incident prevention, contractor management and adherence to statutory and company HSE requirements.


Job Accountabilities:
  • Lead and oversee all HSE aspects of Drilling Rig operations, ensuring safe execution of all rig, well-site and associated activities in accordance with company HSE standards and procedures.
  • Ensure effective implementation of HIRA, JSA, TRA, HAZID, HAZOP, Permit to Work and other risk management processes, with appropriate controls established and verified before commencement of high-risk activities.
  • Provide HSE oversight for drilling, well intervention, rig-up/rig-down, rig mobilization / demobilization, well control, pressure testing, lifting, maintenance and SIMOPS activities, ensuring risks are effectively managed.
  • Conduct regular rig, well-site, equipment and safety inspections, identify unsafe acts/conditions and ensure timely implementation and closure of corrective actions.
  • Ensure compliance with applicable OISD, DGMS, statutory and company HSE requirements, including required inspections, certifications, audits and regulatory compliance.
  • Lead emergency preparedness and response at the rig, including development and implementation of emergency response plans and conducting regular mock drills for fire, H2S, well control, medical emergency, spill and other potential emergency scenarios.
  • Ensure effective well control and process safety assurance, particularly during critical drilling activities, and verify readiness of emergency and safety-critical equipment.
  • Lead/support incident, accident, near-miss and high-potential event investigations, including root cause analysis, corrective action tracking and sharing of learnings to prevent recurrence.
  • Manage and monitor HSE performance of drilling contractors, service companies and subcontractors, ensuring compliance with approved HSE plans, procedures and contractual requirements.
  • Ensure all rig personnel, contractors and service personnel meet required HSE training, competency and certification requirements, and conduct regular toolbox talks, pre-job meetings, safety awareness and behavioral safety initiatives.
  • Monitor rig HSE performance through leading and lagging indicators, safety observations, inspections, audits, incident trends and action tracking, and provide periodic reports and recommendations to Drilling and HSE management.
  • Drive a strong safety culture and continuous improvement through visible HSE leadership, coaching, safety campaigns, best-practice implementation and proactive identification of operational risks.

Skills Required:
  • Strong knowledge of Drilling Rig HSE operations, including drilling activities, rig-up/rig-down, well control and critical rig-site activities.
  • Strong understanding of HIRA, JSA, TRA, HAZID, HAZOP, Permit to Work and risk management processes.
  • Good knowledge of OISD, DGMS and applicable statutory HSE requirements, along with HSE audits, inspections and compliance.
  • Strong skills in incident investigation, emergency response, contractor HSE management and safety assurance.
  • Strong HSE leadership, communication, analytical and problem-solving skills, with the ability to drive a positive safety culture at the rig site.

Qualification:
  • Bachelors Degree/Diploma in Engineering, Safety, HSE or equivalent.
  • Professional qualification in Occupational Health & Safety such as NEBOSH / IOSH or equivalent.

Experience:
  • 8 to 12 years of relevant HSE experience in the Oil & Gas industry, with significant exposure to Drilling Rig operations and rig-site safety management.
  • Proven experience in HSE risk management, contractor management, incident investigation, emergency response and statutory compliance in drilling operations.
