Job summary

ICF is seeking a senior financial expert to provide management and analytical support for renewable energy schemes, including tracking, subsidy monitoring, and financial modelling. The role is advisory, not sanctioning authority.

The candidate will maintain trackers, review claims, coordinate with banks and state agencies, and support reports and audits while ensuring data integrity and timely deliverables.

Qualifications

• CA/CMA/MBA in Finance or an equivalent qualification.
• Minimum 7 years of experience in financial management, government schemes, subsidy/CFA/DBT, project or programme finance, with report development and loan disbursement exposure.

Responsibilities

• Maintain scheme-wise, programme-wise and state-wise financial trackers and reconcile with progress.
• Track sanctions, CFA/subsidy/DBT claims, releases, utilisation, payments and pending cases.
• Review financial claims and supporting documents and correct deficiencies.
• Support financial projections, cost-benefit and scenario analyses and editable models.
• Analyse ageing, deviations, reconciliation gaps and financial risks; suggest actions.
• Coordinate with banks and state agencies on financing and bottlenecks.
• Support centralized loan-application and scheme-financing processes where assigned.
• Prepare financial inputs for monthly/quarterly/management reports.
• Compile audit information and support closure of observations.

Position Summary :

Provide financial management and analytical support for renewable energy schemes, including financial tracking, CFA/subsidy/DBT monitoring, claims review, reconciliation, financial modelling and coordination with banks, financial institutions and state agencies. The role is advisory and does not exercise financial sanctioning, approval or payment authority.

Job Description:

• Maintain scheme-wise, programme-wise and state-wise financial trackers and reconcile them with physical progress.
• Track sanctions, CFA/subsidy/DBT claims, releases, utilisation, payments, benefit transfers and pending cases.
• Review financial claims and supporting documentation and coordinate correction of deficiencies.
• Support financial projections, cost-benefit analysis, scenario analysis and editable financial models.
• Analyse ageing, deviations, reconciliation gaps and financial risks and recommend corrective actions.
• Coordinate with banks, financial institutions and state agencies on financing, beneficiary contribution and loan-related bottlenecks.
• Support centralized loan-application and scheme-financing processes, where assigned.
• Prepare financial inputs and sections for monthly, quarterly and management reports.
• Compile audit-related information and support closure of financial observations, where applicable.

Minimum qualifications and experience:

• CA, CMA, MBA in Finance or an equivalent qualification
• Minimum 7 years of relevant experience in financial management, government schemes, subsidy/CFA/DBT, project finance or programme finance, with exposure to report development and loan disbursement processes.

• Produce clear, accurate and decision-ready outputs within agreed timelines and quality standards.
• Handle programme, beneficiary, financial, portal and stakeholder information confidentially and follow approved access and information-security requirements.
• Undertake field travel and support urgent programme reviews when required by the assignment.
