Job Purpose

Ensuring & monitoring of Attendance Management for Contract labour Section, Salary & wage administration for Contract Workers, Industrial Relation and Welfare activities, Preparation & submission of records for statutory compliances under applicable legislations and handling of legal matters related to CL & workmen’s.

Job Context & Major Challenges

Sidhi Cement Plant was commissioned with the manufacturing capacity of 3.5 MTPA and clinker capacity of 3.0 MTPA. The first unit was supplied by L&T (SLC KILN –4500 TPD) and was successfully commissioned in January 2009. The Second unit was supplied by FL SMIDTH (ILC KILN – 5000 TPD) and was also successfully commissioned in January 2013.

Job Context & Major Challenges

Sidhi Cement Plant was commissioned with the manufacturing capacity of 3.5 MTPA and clinker capacity of 3.0 MTPA. The first unit was supplied by L&T (SLC KILN –4500 TPD) and was successfully commissioned in January 2009. The Second unit was supplied by FL SMIDTH (ILC KILN – 5000 TPD) and was also successfully commissioned in January 2013.

Limestone requirement of the plant is 4.5 MTPA. To meet the limestone requirement, limestone mines are spread over 1566.36 Ha having deposits sufficient for around 33 years. Limestone crusher including wobblers having capacity of 1000 TPH, located inside the plant. Material is transported from mines to plant through dumpers. The Unit has two captive thermal power plants of 35 MW & 2X60 MW i.e. a total of 155 MW and one Solar Plant of 6.25 MW capacity. The water requirement of plant is catered from Bansagar canal and Mine pit having total permission of 3400 KLD which is flowing close to plant approximately 50-70 meters. The Cement & Power Plant is located in a unique location which is surrounded by Kaimur Hills in north an extension of Vindhyachal Range, and Bakura Khenjua hills in south. Towards the west is located one of the largest water body on which ‘Ban Sagar’ Dam has been constructed. Ban Sagar canal emanating from the Dam runs through mining lease area of the Plant and leads to Bihar via UP. The Plant location covers portions of all four Districts around it. The plant with its structures and some mining area falls in Sidhi district. Two mining areas come under Satna district, whereas Railway siding at Beohari is under Shahdol district. Commissioner & forest offices, power distribution unit for Power Plants is in Shilpara and comes in Rewa district. The plant has a state of art technology viz Vertical Roller Mill from L&T & FLSMIDTH for grinding clinker, Vertical roller Mills from POLYSIUS AG & FLSMIDTH for grinding Limestone and coal.

KRA1 Monitoring and ensuring the activities of time office for proper attendance records and discipline of Contract Labour Section. Supervision of time office function-Regulate shift schedule-physical verification of attendance-Maintaining necessary records of attendance-Timely deposit of all statutory payment under PF Act, Welfare related legislations in time. Grievance redressal of salary & wages for Contract labour section.

KRA2 Salary & wage administration- Coordinate activities for preparation of wages of Contract labour ensuring compliances to EPF/WC/ESI. Guiding concerned staff for timely salary & wages disbursement to Contract workers-Follow up with contractors for timely submission of bills- Ensure disbursement of wages by contractors through bank or in presence of authorized representative of the ER section- Preparation of PF statement and related documents.

KRA3 Statutory Compliances- Coordinate and monitor all the activities required for fulfillment of statutory requirement. Submission of all renewal/returns and amendment in registration under CLRA & other applicable legislations.

KRA4 (a)Industrial Relation& Welfare activities-Implementation of management decision pertaining to discipline and welfare of workmen and maintain good & close relation with workmen for proper feedback.

(b) Legal matters pertaining to Workmen’s & CL. Identify Impact of decision and giving proper feedback on labour activities to the management, Ensure good service of canteen-Facilitate cultural programme, workers club-welfare activities in workers colony. Prepare and control welfare budget like uniforms, shoes, gumboot, rain coat etc.

Implementation and coordination with various statutory committees, grievance handling of workmen.

Disciplinary action and consequent management /domestic enquiry of the regular workmen.

Handling legal matters and court cases arising out labour matters and employment of Workmen’s/CL.

KRA5 Contract Labour Management and control of Contract labour as per laid down procedure to fulfill the requirement of unit. Ensure the submission of returns as per labour laws within stipulated time-Implementation of Minimum wages as per Min wages Act-Check the MIS report on contract labour-issue of form V and to ensure license and its renewal by all contractors.- Ensure Proper insurance of all contract labour,-Deployment of Contract labour and its bill as per management approval.-Periodical review of all contract labour deployment and reduction if needed.
