Qualifications

Job description

The Director, Operations Planning & Performance Management is a strategic leader within Amgen India (AIN), accountable for building, scaling, operating, and continuously improving manufacturing planning, performance management, analytics, automation, and operational intelligence capabilities that support Amgen’s global manufacturing network.

This role is responsible for operationalizing and sustaining the future-state Operations Planning & Performance Management operating model developed through Manufacturing Technology & Workforce Strategy (TWFS). The Director will establish the teams, processes, governance, service delivery models, and technology enablement capabilities required to deliver scalable, high-quality services across the manufacturing network while driving continuous improvement and long-term value realization.

As the leader of Operations Planning & Performance Management, this role serves as the primary integration point between AIN-based teams and global Manufacturing stakeholders, ensuring capabilities are delivered consistently, aligned with enterprise standards, and responsive to evolving business needs. The Director will foster strong partnerships across Manufacturing, Technology, AI & Data, and other key functions to drive adoption, operational excellence, and sustained business value.

The role will establish AIN as a strategic hub for manufacturing planning, performance management, and operational intelligence by enabling standardized processes, advanced analytics, AI-enabled solutions, and scalable digital capabilities while maintaining a strong focus on safety, quality, compliance, and operational continuity.

A key responsibility of the role is the delivery and continuous evolution of the Manufacturing Performance Management and Control Tower ecosystem, providing standardized KPI governance, real-time operational visibility, predictive analytics, automated performance insights, portfolio visibility, and decision-support capabilities across the manufacturing network. The Director will champion the adoption of AI, advanced analytics, and automation to improve planning effectiveness, accelerate decision‑making, enhance operational performance, and enable proactive management of risks, constraints, and opportunities across manufacturing operations.

Roles and Responsibilities
Strategy & Roadmap
  • Lead the implementation, maturation, and continuous evolution of the Operations Planning & Performance Management operating model and multi‑year capability roadmap established through Manufacturing TWFS. Translate Manufacturing TWFS objectives into scalable capabilities, governance models, workforce plans, and sustainable service delivery models.
  • Establish strategies that improve manufacturing planning, operational performance visibility, data‑driven decision making, and automation adoption across the network.
  • Drive the evolution of Manufacturing Control Tower capabilities, predictive analytics, AI‑enabled decision support, and operational intelligence solutions that improve visibility, planning effectiveness, and business performance across the manufacturing network.
  • Drive standardization of planning, performance management, analytics, and operational enablement capabilities while ensuring alignment to enterprise data, technology, and governance standards.
  • Partner with Manufacturing, Technology, AI & Data, Quality, Supply Chain, and Finance leaders to identify and prioritize future capability investments.
Execution & Delivery
  • Own end‑to‑end delivery and performance of AIN‑based Operations Planning & Performance Management capabilities and services.
  • Lead organizations responsible for planning, scheduling support, performance management, governance, analytics, automation, operational intelligence, and operational enablement capabilities that support the global manufacturing network. Ensure delivery of high‑quality, reliable, and scalable capabilities that support operational decision making and manufacturing performance improvement.
  • Establish and deliver against defined service levels, operational metrics, and business outcomes.
  • Drive measurable improvements in productivity, planning effectiveness, operational visibility, automation, cycle time, and decision quality.
  • Lead teams responsible for supporting, maintaining, and continuously improving business‑critical planning, scheduling, analytics, automation, reporting, and operational enablement platforms used across the manufacturing network.
  • Ensure supported technologies achieve defined reliability, availability, uptime, and service performance expectations while maintaining operational continuity.
  • Establish effective support models, escalation pathways, incident management practices, and continuous improvement processes to sustain operational excellence.
Digital Transformation & AI Leadership
  • Lead the adoption of AI, advanced analytics, automation, and agentic workflows across manufacturing planning and performance management capabilities.
  • Partner with AI & Data, and Digital organizations to identify, prioritize, pilot, and scale transformative manufacturing solutions.
  • Champion an AI‑first operating model while ensuring safety, quality, compliance, and business continuity.
  • Drive the transition from manual and reactive processes to predictive and autonomous decision‑support capabilities.
Manufacturing Control Tower Leadership
  • Establish and scale the Manufacturing Performance Management and Control Tower capability as the enterprise hub for operational visibility, governance, exception management, and decision support.
  • Ensure real‑time performance monitoring, standardized KPI governance, predictive alerting, and automated governance reporting across the manufacturing network.
  • Drive development of a single source of truth for manufacturing performance and operational decision making.
Governance & Compliance
  • Ensure all OPPM capabilities and services are executed in accordance with applicable GxP, regulatory, quality, cybersecurity, and data integrity requirements.
  • Establish governance forums that provide visibility to priorities, performance, risks, resource allocation, and value realization.
  • Maintain inspection readiness and support internal and external audits, as required.
  • Partner with Quality, Technology, and control functions to proactively identify, mitigate, and escalation risks.
  • Champion a culture of compliance, operational excellence, accountability, and continuous improvement.
Stakeholder Engagement
  • Serve as the primary liaison for Operations Planning & Performance Management capabilities across the global Manufacturing network.
  • Build strong partnerships across Manufacturing Operations, Supply Chain, Quality, Engineering, Process Development, External Supply, EHS, Technology, AI & Data, and Finance organizations.
  • Partner with Manufacturing, Technology, Digital, and AI & Data organizations to identify, prioritize, and scale AI‑enabled solutions that support manufacturing planning, performance management, operational excellence, and decision‑making.
  • Influence senior stakeholders to align priorities, investment decisions, and execution plans.
  • Ensure business needs are translated into scalable solutions that deliver measurable value and strong stakeholder adoption.
  • Establish trusted relationships with site leaders and functional partners while balancing enterprise standardization with operational realities.
Team Leadership & Capability Building
  • Build, scale, and sustain a high‑performing Operations Planning & Performance Management organization in AIN.
  • Develop leadership bench strength and critical capabilities across planning, analytics, automation, performance management, and operational technology enablement.
  • Attract, develop, and retain top talent while fostering an inclusive, collaborative, and high‑accountability culture aligned to Amgen Leadership Attributes.
  • Establish structured onboarding, capability development, succession planning, and leadership development programs.
  • Embed enterprise standards, governance, operating rhythms, and performance expectations across the organization.
  • Set ambitious goals, drive accountability, and enable teams to deliver against strategic priorities.
Preferred Qualifications & Desirable Attributes

18 to 23 years experience leading global planning, operational excellence, performance management, analytics, automation, or manufacturing operations organizations within a regulated industry.

  • Demonstrated success building and scaling global capability centers, shared services, centers of excellence, or operational support organizations.
  • Strong understanding of manufacturing planning, capacity management, scheduling, performance management, and operational analytics.
  • Experience leading organizations accountable for business‑critical technology platforms, service management, operational support, and system reliability.
  • Experience translating business needs into digital, analytics, automation, and AI‑enabled solutions with measurable business impact.
  • Strong understanding of GxP environments, regulatory expectations, inspection readiness, and data integrity requirements.
  • Demonstrated ability to influence and align senior stakeholders across geographies, functions, and organizational boundaries.
  • Experience leading large‑scale transformation, operating model design, and continuous improvement initiatives.
  • Experience establishing governance models, service delivery frameworks, KPIs, SLAs, and performance management systems.
  • Track record of developing high‑performing teams and leadership pipelines in global, matrixed environments.
  • Relevant certifications in Operational Excellence, Lean, Six Sigma, Analytics, Project Management, or related disciplines.
