RedR UK is seeking an experienced consultant to design and implement a digital impact and reach assessment framework for a project on urban heat resilience. The role involves leading data-capture processes, monitoring tools, and cross-channel communications across India, the Philippines and the UK.
The candidate will work with partner organisations to tailor metrics and measurements, ensuring the reach of messaging and the ability to assess and refine content for better behaviour change outcomes.
RedR UK (RedR) is seeking an experienced consultant based in India, the Philippines or the United Kingdom to lead the design and implementation of a digital impact and reach assessment framework for a RedR project on urban heat resilience. The framework and implementation plan will be used to assess impact and iteratively refine the project’s communication reach.
Building on existing global and national research on urban heat and climate resilience, the project will develop and test locally relevant approaches to increase awareness of heat‑related risks and promote behaviours that can help vulnerable groups better protect themselves during extreme heat events. The project will use a range of digital communication tools, including direct messaging through Interactive Voice Response (IVR) systems, WhatsApp and SMS, alongside social media and other digital broadcast channels.
Two things are critical to the project’s success: confirming that the messaging reaches the intended audience and ensuring that we can measure and assess the impact of the communication to optimise its content and dissemination. To this end, the selected consultant will create and implement an actionable framework through which all communications can be monitored and recorded and their impact measured.
As the project will work through organisations, networks and trusted intermediaries, some communication methods may already be established and in use, while other platforms may need to be set up from scratch. Data‑capture processes and metrics will need to work alongside existing knowledge‑capture processes and be highly tailored to the context and project objectives. Developing achievable metrics for reach and impact alongside the partner organisations will be part of the consultant’s role.
The selected candidate will have experience in improving the effectiveness of communication‑based development and humanitarian projects. We are particularly interested in candidates with demonstrable experience of implementing digital tools and solutions for monitoring, evaluation and learning within behaviour change projects. Knowledge of heat stress, climate resilience and adaptation will also be considered highly beneficial.
To thrive in this role, we expect the candidate to be flexible, adaptable and able to master digital platforms and systems quickly. In assessing candidates, we will place a high value on technical skills, including knowledge of digital communication platforms and monitoring tools. We also expect the successful candidate to demonstrate experience of using and adapting digital systems and tools to achieve project objectives in a related context.
The project will be implemented in the Philippines and India. The candidate will be required to work closely with partner organisations. A successful applicant will need to demonstrate an ability to collaborate effectively with partners, alongside the previously mentioned digital skills.
