Job summary

ICF is seeking a senior professional to lead strategy development for solar PV manufacturing, covering cells and modules, and to map domestic capacity and value chains from New Delhi. The role involves guiding localisation targets, policy inputs, and public‑private partnerships.

Ideal candidates have a Bachelor's in Engineering and 5+ years in solar rooftop projects, with strong analytical and stakeholder management skills.

Qualifications

• Bachelor's degree in Engineering or equivalent is required.
• Minimum 5 years of relevant experience in solar rooftop projects is required.

Responsibilities

• Lead strategy development for solar PV manufacturing, including cells and modules.
• Map domestic manufacturing capacity, component value chains, import dependencies, cost structures, bottlenecks, stakeholders, and opportunities for backward integration.
• Develop solar sector indigenization pathways, year‑wise localisation targets, incentive instruments, and government interventions.
• Provide inputs on DCR, ALMM, BIS standards, trade measures, taxation, procurement mechanisms, and demand creation.
• Support R&D partnerships, academic‑industry collaboration, technology transfer, and equipment localisation.
• Develop sector‑specific financial models, cost‑benefit analyses, and market intelligence covering polysilicon, wafer, cell, and module pricing.
• Support state manufacturing strategies, cluster readiness assessments, circular economy and raw‑material strategies, and investor engagement.
• Lead industry consultations and contribute to baseline reports, roadmaps, dashboards, thematic reports, and consolidated deliverables.

Working Relationships

Work closely with Client, internal PMU colleagues and relevant state, utility, financial, vendor or technology stakeholders.

Maintain role-specific work plans, action trackers, deliverable calendars and supporting records.

Produce clear, accurate and decision‑ready outputs within agreed timelines and quality standards.

Handle programme, beneficiary, financial, portal and stakeholder information confidentially and follow approved access and information‑security requirements.

Undertake field travel and support urgent programme reviews when required by the assignment.
