JOB PURPOSE
Provide clinical leadership to the AMR program to achieve the program objectives. Lead and manage clinical HIV care and the research component of the AMR program. Evolve the medical strategy, according to needs, and provide implementation support, promote quality and uphold MSF-OCA (Operation Center Amsterdam) standards of clinical care. Support medical director and other platforms in OCA to implement research outputs in OCA. Functionally manage the project medical lead of the clinical care component and research coordinator and allied team.
KEY ACCOUNTABILITIES
- Reduced mortality and morbidity in patients treated for AHD by provision of access to care and comprehensive medical care to patients accessing MSF Patna project
- Build upon existing medical strategy to improve access to AHD care and decrease mortality and morbidity associated with AHD
- Enable and monitor the provision of comprehensive medical care to patients admitted to MSF ward, according to MSF-OCA standards
- Ensure improvement and maintenance of MSF OCA quality standards of hospital management, human resource deployment, medical supply, clinical care, patient safety, health promotion and outreach activities
- Enable availability of specialist medical advice through MSF tele-medicine platform or OCA public health department or other validated sources
- Enable periodic update (or creation) of treatment protocols according to OCA standards and monitor adherence to the same
- In consultation with project medical team, country pharmacist, specialist advisor of OCA public health department, maintain and improve medical supply list to suit needs of medical care package
- Ensure that medical supplies are procured according to quality assurance framework including those requiring exceptional validation
- Ensure safety related to medical issues (Bio-safety, universal precautions and health and safety in the workplace) is guaranteed to the highest possible level, by implementing all MSF policies, protocols and procedures (i.e. Use of condoms, needle accidents, etc.)
- Oversee and steer epidemiology and social medicine (anthropology, person centered care, health promotion and community engagement) strategy and activities according to agreed frameworks and needs
- Overall, ensure compliance with health policies, ethics, strategies, procedures and tools of OCA
- Advise and support the project management team in:
- Improving patient access to MSF project in Patna
- Building community and health system networks for patient support and continuum of care
- Routine monitoring and evaluation of medical care activities to improve overall quality of care
- Planning of activities and resources (human resources, medical supply, laboratory, referral services, and finances) required to achieve project objectives
- Stock management of medical supplies
- Strategy Development and planning of the AMR program
- Along with program lead, develop and steer the implementation of a program strategy (including clinical care, research, learning and advocacy) to achieve the objectives of AMR program
- Along with program lead, design and deliver a realistic and achievable multi-year program plan, inclusive of all components of the AMR program
- Adapt the strategy, program components, models of care and activities to meet the needs of specific patient groups and overall AMR program objectives
- Lead, chair or participate (as applicable) in various advisory platforms (steering committee, medical support team, specialist advisor team, operational support team) and implement strategic and technical advice emerging from these platforms
- Contribute to the planning and management of annual and the overall multi-year budget
- Contribute to development, presentation and revision of annual plans according to standard OCA processes
- Draft and submit routine reports to various accountability platforms
- Represent the AMR program and participate routinely in standard MSF OCA MedOps platforms
- Contribute to the ethical oversight of the overall MSF intervention in Bihar, the strategy of AMR program, clinical care and research processes
