Job summary

Primark Stores Limited in Dublin seeks a Treasury Controls Manager to establish and lead a new Treasury Controls function as the business becomes standalone. You will set governance, embed robust controls and build scalable processes across treasury activities.

You will manage settlements, payments, reconciliations and banking admin while collaborating with Treasury, Central Finance, GBS and external partners to support future growth. Leadership experience across Dublin and overseas is valued.

Qualifications

• Professional treasury qualification (ACT) and/or accounting qualification desirable but not essential.
• Experience within Treasury Operations, Treasury Controls or Financial Control in a large international organisation.
• Experience establishing, developing or leading operational control processes and teams.
• Experience with Treasury Management Systems; FIS Integrity experience would be advantageous.

• Establish and lead Primark's Treasury Controls function, embedding robust processes, controls and governance to support a standalone Treasury operating model.
• Ensure timely and accurate settlement of treasury transactions, payment execution, reconciliations and banking administration activities.

As Treasury Controls Manager, you will play a key role in establishing and leading a new Treasury Controls function as Primark transitions to a standalone, FTSE-listed organisation. This is a unique opportunity to build new processes, controls and ways of working from the ground up, ensuring robust governance and operational excellence across Treasury activities.

The role is responsible for embedding a strong control environment across treasury operations, including settlements, payment execution, reconciliations, banking administration and treasury system processes. Working closely with Treasury, Central Finance, Global Business Services (GBS) and banking partners, you will help build a scalable operating model that supports Primark's future growth.

Key Responsibilities

Treasury Controls & Governance

• Establish and lead Primark's Treasury Controls function, embedding robust processes, controls and governance to support a standalone Treasury operating model.
• Ensure the timely and accurate settlement of treasury transactions, payment execution, reconciliations and banking administration activities.
• Maintain a strong controls environment, ensuring compliance with internal policies, audit requirements and regulatory expectations.
• Identify, escalation and resolve control issues, driving a culture of accountability and risk awareness across Treasury activities.

Treasury Operations & Process Improvement

• Oversee day-to-day treasury operational activities, ensuring efficient, effective and well-controlled processes.
• Drive continuous improvement through process simplification, standardisation and automation.
• Support the development and enhancement of treasury policies, procedures and operating standards.
• Ensure bank mandates, signatory arrangements and treasury documentation remain accurate and up to date – Group Treasury retains the governance framework and signatory authority.

Treasury Systems

• Represent Treasury Controls requirements in the implementation and ongoing development of the FIS Integrity Treasury Management System.
• Support testing, process design and data governance activities to ensure effective system controls and reporting.
• Drive the adoption of technology-enabled solutions to enhance efficiency, control and scalability across Treasury operations.

Leadership & Stakeholder Management

• Lead, coach and develop the Treasury Controls team, creating a high-performing and collaborative environment across Dublin and GBS.
• Build strong relationships across Treasury, Finance, GBS, Audit and external banking partners.
• Support wider Finance transformation initiatives and strategic projects requiring Treasury Controls expertise.
• Role model Primark's values of Caring, Together and Dynamic in all aspects of leadership and delivery.
• Coordinate workflows, deliverables, and timelines across locations.

• Professional treasury qualification (ACT) and/or accounting qualification desirable but not essential
• Relevant experience within Treasury Operations, Treasury Controls or Financial Control gained within a large international organisation.
• Experience establishing, developing or leading operational control processes and teams.
• Experience working with Treasury Management Systems; FIS Integrity experience would be advantageous.
• Strong understanding of treasury operations, including settlements, confirmations, payments and reconciliations.
• Excellent knowledge of financial controls, governance frameworks and risk management principles.
• Ability to design and implement effective operational processes and controls.
• Strong stakeholder management and communication skills, with the ability to influence across multiple levels of the organisation.
• High attention to detail with a proactive and solution-focused approach.
• Comfortable operating within a fast-paced and evolving environment
