Job summary

Uisce Éireann, Ireland’s national water utility, is seeking a Security Systems Manager to lead the management of security assets and systems across offices and critical facilities.

Reporting to the National Security Manager, you will drive governance, deliver integrated security solutions, manage budgets and liaise with local authorities, contractors and stakeholders to protect people and assets.

  • Relevant third level qualification in Security / Engineering / Business or similar.

Responsibilities

  • Manage security equipment and systems nationally in commercial buildings and operational sites.
  • Manage assets and electronic systems including CCTV, intruder detection, PIDs and Access Control systems.
  • Establish governance for technical security systems, including standards, policies, audit processes and compliances reporting.
  • Ensure all sites are monitored with escalation and response procedures into the SOC.
  • Drive standardisation and assurance across all sites with compliance reviews and improvement plans.
  • Deliver security equipment and services within annual OPEX budgets and manage budget risks.
  • Present papers to Expenditure Approval Committees for spend approvals.
  • Liaise with Regional Asset Operational teams to meet security demands.
  • Coordinate with Local Authority staff including Senior Engineers and Supervisors.
  • Develop integrated security solutions for central and remote monitoring.
  • Develop a centralised asset protection programme for assets and systems.
  • Procure national security frameworks for security systems at sites.
  • Implement SLAs for servicing and maintenance; manage out-of-hours responses.
  • Interface with security suppliers for planned/reactive activities.
  • Ensure HSQE requirements: Safety Statements, Method Statements, Risk Assessments and permits.
  • Implement training plans for current and future needs.
  • Develop maintenance metrics and KPIs; report monthly.
  • Manage electronic security systems across platforms.
  • Standardise security policies, procedures, processes and specifications.
  • Develop and manage a security software strategy for multi-system monitoring.
  • Investigate new technologies to drive continuous improvement.
  • Ensure compliance with statutory requirements.
  • Attend meetings with Senior Management; act as escalation point.
  • Participate in on-call rota for Security Management.

The Role:

The Facilities sub-area in Business Services is responsible for obtaining and maintaining Uisce Éireann’s Head Quarters and Regional offices, including activities such as: security, reception services, spatial planning, fleet management, cleaning and building maintenance. Facilities will provide these services across Uisce Éireann, ensuring a consistent and effective facilities service is provided.

The Security team is responsible for the physical security of commercial and operational sites including manned guarding, security management, security system installation, maintenance and repair.

Reporting to the National Security Manager, the Security Systems Manager is a key member of the Security Team and is responsible for the management of security assets, equipment and systems for Uisce Éireann.

Main Duties and Responsibilities:
  • Manage security equipment and systems Nationally in commercial buildings (offices, depots, laboratories etc.) and operational sites (water / wastewater treatment plants, pump stations and ancillary sites.)
  • Manage assets and Electronic Systems including CCTV, Intruder detection, PIDs and Access Control systems , Electronic Key Management systems, Automated Gates, Electronic Roller shutters doors etc.
  • Establish and maintain a robust governance framework for technical security systems, including standards, Policies audit processes and compliances reporting aligned to (CER Directive ) Critical infrastructure and regulation requirements.
  • Ensure all sites are monitored with all escalation and response procedures in place that report into the SOC (Security operations Centre)
  • Drive standardisation and assurance across all sites, ensuring adherence to approved security specifications. Conduct periodic compliance reviews and addressing Gaps through structured improvement plans.
  • Ensure delivery of security equipment and system services within annual OPEX budgets and identify and manage any risks to budgets ensuring necessary approvals
  • Develop and present papers to Expenditure Approval Committees as required for approval of spend and contract authorisation
  • Liaise with the Regional Asset Operational teams in Uisce Éireann to ensure that technical security services in the region meet the demands of the business
  • Liaise with a broad range of Local Authority staff including Senior Engineers, Supervisors etc.
  • Develop and implement integrated security solutions to allow central and remote monitoring of commercial buildings and operational sites
  • Develop a centralised asset protection programme for assets and system with the role scope.
  • Procure national security frameworks for security systems for Uisce Éireann’s operational sites
  • Implement SLAs (Service Level Agreements) for standard servicing and maintenance. Ensure contingency response is in place and managed for out of hours and critical failures
  • Act as key interface with security suppliers in relation to planned, reactive and emergent security activities to ensure provision of a safe, effective and efficient service
  • Ensure all HSQE requirements are in place including Safety Statements, Method Statements, Risk Assessments and permits for all maintenance and project works
  • Implement technical training and development plans for current and future needs
  • Develop Maintenance Metrics and KPIs and report and track monthly
  • Develop the management system for electronic Security systems
  • Standardise and implement security policies, procedures, processes and specifications
  • Develop and manage a security software strategy for multiple integrated security systems (Access Control, IDS, CCTV, PID, Key Management) for both internal and external monitoring
  • Investigate new technologies that would promote a culture of continuous improvement e.g. advanced video analytics systems
  • Ensure compliance with statutory and legislative requirements
  • Attend meetings with Senior Management / Regional Managers and act as point of contact for escalation as required
  • Participate in the on-call rota for Security Management if required
  • Other duties as maybe assigned from time to time
General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
  • Other duties as required
Knowledge, Skills and Experience:
  • Relevant third level qualification in Security / Engineering / Business or similar
  • Minimum 5 years’ experience in a maintenance management, security systems, technical operations or similar management role.
  • Experience at managing a team
  • Excellent presentation skills
  • Management of 3rd party contractors
  • Familiarisation with tendering processes
  • Proven experience in system mobilisation and training
  • Proven experience with security software integration on multiple platforms
  • Previous experience with initiating and maintaining strategic relationships both internally and externally, using strong influencing skills to achieve business goals
  • Provide coaching in the development of the technical skills and abilities in others
  • Excellent analytical and problem-solving skills, coupled with the ability to generate innovative technical solutions as required
  • A good understanding of business operations and the commercial viability and impact of technical / professional decisions on the performance of the organisation

  • Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.
