Job summary

Uisce Éireann is seeking an Agency & Utility Analyst - Road Opening to support governance, data management and performance reporting within the IDD investment programme. The role focuses on statutory consents, licences and dependencies with road opening requirements, delivering timely analysis and risk reporting to project managers.

You will collaborate across internal teams and external agencies to ensure compliance and continuous improvement.

Qualifications

  • Relevant third level qualification and or accreditation is desirable.
  • A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable and or relevant experience.
  • Experience in independently resolving customer challenges while maintaining high service standards.
  • Experience in encouraging teamwork and knowledge-sharing to enhance team performance. Evidence of motivating colleagues to achieve shared goals and improve outcomes.
  • Strong analytical skills and ability to identify and analyse problems and make improvement decisions that benefit the team/communities.
  • Ability to proactively identify new areas of improvement and implement new ways to do things.
  • Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives.

Responsibilities

  • Work effectively with key agency and utility stakeholders to ensure a consistent approach across all stakeholders.
  • Support the Agency & Utility Technical Lead – Road Opening to coordinate and implement requirements of all third-party utility providers for Infrastructure Delivery with the relevant Project Managers.
  • Ensure policy and processes are followed in applying for and adhering to statutory consents, licences, permissions with relevant agencies including road opening licences.
  • Provide analysis and interpretation of agency and utility requirements prior to reporting on progress and project risk to Infrastructure Delivery Project Managers. Work with the Land & Statutory Consents Lead in the management and application of the relevant compensation rates.
  • Adhere to a consistent approach when dealing with statutory consents, licences, permissions with relevant agencies including road opening licences and ensure they are captured efficiently to ensure data accuracy on the system.
  • Provide insight and analysis through clear interpretation of data and drive consistency and accuracy of the statutory consents, licences, permissions with relevant agencies including road opening licences.
  • Ensure the efficient and timely generation statutory consents, licences, permissions with relevant agencies including road opening licences to support the Delivery Portfolios.
  • Ensure that statutory consents, licences, permissions with relevant agencies including road opening licences are captured correctly and trends and issues are escalated in a timely manner to the Agency & Utility Technical Lead for the prioritisation of requirements.
  • Support with Audits on the completion and close out of statutory consents, licences, permissions with relevant agencies including road opening licences.
  • Support the implementation of best practice approaches to the management of the ROLs, driving continuous improvement and change where necessary.
  • Attend meetings with relevant agencies, utilities and authorities, such as Road Authorities, to discuss corporate, local or national performance of the business with regards to the relevant legislation and to ensure agency, utility and authority compliance with Uisce Éireann requirements.
  • Establish and maintain relationships with, and work collaboratively with relevant, external stakeholders including statutory authorities and regulators to support a joint team approach to delivering the Capital Investment Plan.
  • Capture and maintain accurate records of the status of all statutory consents, licences, permissions with relevant agencies including road opening licences and highlight and record any associated risks and escalation to the Agency & Utility Technical Lead for the prioritisation of requirements.
  • Communicate & consult across the Infrastructure Delivery function, the wider business & with external Delivery Partners.
  • Liaise and collaborate with: Asset Management & Sustainability, COO – Asset Operations.
  • Be responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering against health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme driving results required within the Directorate and supporting organisation wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
