Job summary

Level Health is Ireland's newest health insurer seeking a Risk & Compliance Manager to support the CRCO in embedding a robust second-line framework across the business. You will monitor regulatory obligations, manage risk registers and assist with GDPR duties, DPIAs and data breach response in a dynamic, regulated environment.

Based in Dublin with a hybrid working model, you will collaborate with senior stakeholders, contribute to policy development, and help shape the risk and compliance

Qualifications

  • Minimum 4–5 years' experience in risk, compliance and data protection within financial services.
  • Strong knowledge of Central Bank of Ireland requirements and relevant codes.
  • Experience with GDPR, DPIAs, breach management and processing records.

Responsibilities

  • Support design and delivery of compliance and risk frameworks and reporting to committees.
  • Maintain risk registers, indicators, and regulatory reporting to the Board.
  • Assist data protection matters and DPIAs, including data breach response.
  • Draft and maintain policies and provide training on risk, compliance and data protection.

Level Health is a regulated health insurance intermediary authorised and supervised by the Central Bank of Ireland. The Risk, and Compliance Manager will support the Chief Risk and Compliance Officer(CRCO) in operating and embedding an effective second-line risk, compliance and data protection framework across the business. The role combines regulatory compliance monitoring, enterprise risk management support and Data Protection Officer support functions, ensuring the firm meets its compliance obligations.

Key Responsibilities
  • Support the design and delivery of the annual Compliance Plan, Data Protection Plan and Risk Management Framework, including testing, reporting and remediation tracking.
  • Support the design, maintenance and delivery of the annual Compliance Monitoring Programme (CMP).
  • Support maintenance of the compliance universe of applicable legal and regulatory requirements and keep up to date with upstream regulatory developments to ensure new legal and regulatory requirements are assessed and implemented.
  • Maintain and update the firm's risk register, risk appetite metrics and key risk indicators; support risk workshops with business unit owners.
  • Collaborate and partner with stakeholders and teams across the enterprise to gather key GCOR related data and metrics.
  • Act as a key point of contact for data protection matters, supporting the DPO/CRCO with data protection impact assessments, records of processing activity, breach management and subject access requests under GDPR and the Data Protection Act 2018.
  • Draft, review and maintain compliance, risk and data protection policies, procedures and standards, and support training and awareness on regulatory, risk and data protection topics.
  • Investigate and support the logging of conduct risk issues, errors trends, breaches and incidents, escalating appropriately and supporting root cause analysis and remediation plans.
  • Prepare reporting for the Risk and Compliance Committee, Audit Committee, and the Board.
  • Prepare Central Bank of Ireland returns (e.g. regulatory returns, engagement, ad hoc information requests).
  • Support Internal Audit (outsourced).
  • Support outsourcing oversight, third-party due diligence and business continuity/operational resilience activities relevant to risk and compliance.
  • Contribute to a positive risk culture, supporting first-line business units in understanding and applying risk and compliance requirements.
Knowledge, Skills and Experience
  • Minimum 4-5 years' experience in a risk, compliance and data protection role within financial services, ideally insurance, insurance intermediation or a related regulated sector.
  • Strong working knowledge of Central Bank of Ireland regulatory requirements, the Consumer Protection Code, Insurance Distribution Regulations and Fitness and Probity regime.
  • Practical knowledge of GDPR and the Data Protection Act 2018, including DPIAs, breach management and records of processing.
  • Strong analytical, report-writing and communication skills, with the ability to engage confidently with senior stakeholders and regulators.
  • Self-starter, comfortable operating in a small second-line function and managing multiple regulatory deadlines.

Internal: CRCO, CEO, Board and Risk & Compliance Committee, business unit heads, Internal Audit.

External: Central Bank of Ireland, Data Protection Commission, external auditors, outsourced service providers and industry bodies.
