The Program Manager II will oversee the strategic planning, operations, and management of at least two units in the Housing and Community Services (HCS) Division of Health, Housing, and Community Services (HHCS) Department. The Housing and Community Services Division produces and preserves affordable housing and strengthens community services to support low-income, homeless, senior, and disabled Berkeley community members. The Division administers supportive housing, affordable housing policies and programs, and provides funding to community agencies that provide homeless, health, employment and other critical services. The Division is responsible for implementing programs and monitoring compliance utilizing federal, state, and local funding, including but not limited to, the United States Department of Housing and Urban Development (e.g., CDBG), California Housing and Community Development (e.g., PLHA), and local tax Measure P (e.g., homeless services). This position will carry out complex professional and management level tasks with minimum supervision and will supervise professional and supervisory level staff. This position will also oversee certain division-wide special projects.

Program Leadership
  • Provide visionary leadership and strategic direction to ensure effective delivery of programs and services.
  • Stay informed about emerging trends and best practices, adapting programs as necessary to address changing needs.
  • Identify opportunities for program expansion, enhancement, and innovation to address emerging challenges and opportunities.
Unit Management
  • Directly supervise two to five permanent career employees, and oversee the work of two units consisting of 8-9 employees.
  • Review council staff reports, contracts, invoices, and other reports as needed.
  • Manage and develop high performing teams, setting clear expectations, goals, and performance standards.
  • Foster an inclusive work environment for the units and the division that values diversity and empowers staff to reach their full potential.
Resource Allocation and Budget Management
  • Will play a critical role in the development and management of the Division’s budget
  • Ensure responsible stewardship of resources, making informed decisions to optimize program outcomes.
  • Seek and secure additional funding opportunities to enhance and expand services.
Program Compliance and Evaluation
  • Ensure compliance with all relevant policies, regulations, and best practices in service delivery.
  • Establish and monitor program performance metrics, tracking the effectiveness and outcomes of services.
  • Use data-driven insights to continuously improve program quality and impact.
  • Maintain accurate records and reports to comply with funding requirements and provide program updates to senior management and external stakeholders.
Partnership Development
  • Work collaboratively with the HCS leadership team on cross-cutting projects and programs, including permanent supportive housing projects, tenant relocation, and public facility improvement projects, and federal funding reporting requirements.
  • Work collaboratively with other divisions (such as Mental Health, Aging Services, and Office of the Director) and departments, including Neighborhood Services, Public Works, and Planning to implement programs and strategies.
Community Agency Contract Coordination
  • Develop and implement the Request for Proposal (RFP) process for Community Agency Contracts funded by the Housing and Community Services Division, including critical process improvements.
  • Lead the cross-divisional Contract Monitor’s team, including facilitating monthly meetings, training and supporting contract monitors, developing monitoring materials, and coordinating RFP activities.
  • Develop criteria, score proposals and set metrics for performance evaluation
Division Leadership
  • Work collaboratively with the Division Manager and other Program Manager/s to develop a cohesive and effective Leadership Team.
  • Take on division-wide management duties when the HCS Manager is out of the office.
  • Special projects as assigned.
Other Duties
  • Develop presentations and write/review Council reports.
  • Attend and/or represent HCS at meetings.
  • Coordinate responses to City Manager, public and City Councilmember requests for information.
  • Other duties as assigned.
