Job summary

TikTok is seeking an EMEA Payroll Compliance Manager to join its HR Operations team in Dublin. The role focuses on delivering core employment tax reporting, compliance tasks, and advisory support to internal stakeholders across EMEA.

You will design frameworks, monitor regulatory updates, and drive process improvements in payroll, tax, and reporting while collaborating with Legal, HR Tech, and Product teams. A strong background in payroll compliance and tax is essential.

Qualifications

• Bachelor's degree in Finance, Accounting, Business Administration, Human Resources Management or related field.
• A minimum of 5 years extensive hands on experience in EMEA payroll and tax related compliance.
• Experience undertaking internal risk reviews covering payroll compliance is essential.
• Experience leading payroll tax audits and resolving complex tax issues.
• Knowledge of EMEA payroll and HR systems.

The EMEA Payroll Compliance Manager will join a growing team of payroll and employment tax professionals within TikTok and will have responsibility for delivering some of our core employment tax reporting and compliance tasks across EMEA. The candidate will also provide advice on employment tax related matters to internal stakeholders and contribute to process improvements and transformation initiatives. The ideal candidate has experience in providing pragmatic employment tax advice as well as an ability to independently prepare compliance submissions. Responsibilities:

• Design and implement EMEA-wide payroll compliance frameworks with country-specific depth and regional consistency.
• Proactively monitor payroll compliance and regulatory updates at a regional level, communicate their impact on business and payroll operations and update policies accordingly.
• Ensure payroll operations comply with all relevant labor, tax and other laws (as required).
• Ensure compliance frameworks reflect operational reality across different countries, entities, and payroll delivery models.
• Develop and maintain country-level payroll compliance whitepapers covering statutory payroll, employment tax, social security, and reporting requirements.
• Translate regulatory changes into clear, country-specific operational guidance, process updates, system and control improvements.
• Provide payroll compliance input to support system development, implementation and automation.
• Coordinate with and, where appropriate, engage with government authorities and regulatory bodies.
• Partner with HR Technology, Product Team and Legal to develop and/or enhance existing payroll systems to meet payroll compliance requirements.
• Manage audits, compliance reviews and regulatory enquiries across the region.

Qualifications

Minimum Qualifications: - Bachelor's degree in Finance, Accounting, Business Administration, Human Resources Management or related field. - A minimum of 5 years extensive hands on experience in EMEA payroll and tax related compliance. - Experience undertaking internal risk reviews covering payroll compliance is essential. - Proven expertise in payroll compliance and administration, with a strong background in tax consulting. - Experience in leading payroll tax audits and resolving complex tax issues. - Proven ability to build frameworks and documentation from scratch in ambiguous or evolving environments. - Strong knowledge of EMEA payroll and HR systems (e.g. Workday, ADP Global View).

• Exposure to payroll system transformations and/or tax compliance audits.
• Experience working in a government (state or federal) payroll tax or regulatory environment.
• Payroll qualifications (e.g. CIPP).
