National Treasury Management Agency (NTMA) is recruiting an Operations Manager for the Future Ireland Funds division. The role supports the Senior Operations Manager and coordinates with Finance, ICT, Legal, Compliance and Procurement to run day-to-day operations and maintain procedures.

The successful candidate will drive process improvements, manage internal controls, and contribute to asset and liability management activities while collaborating with the Custodian and 3rd party providers.

Qualifications

  • Third level degree qualification.
  • Demonstrate keen interest in operations and related fields; knowledge of custodianship/investment is desirable.
  • Minimum 5–6 years’ experience in an operations role, preferably within investment/fund management.
  • Experience delivering high quality operational outputs.
  • Experience driving process improvements and coordinating across stakeholders.

Summary Of The Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.

Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund .

The NTMA also assigns staff to the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

Future Ireland Funds

The NTMA manages both the Future Ireland Fund (FIF) which aims to ensure steady and long-term support for state expenditure from 2041, and the Infrastructure, Climate and Nature Fund (ICNF) which is designed to bolster state spending in response to economic downturns or to fund environmental initiatives between 2026 and 2030. The Funds were established in 2024 and currently have over €20 billion of assets and are expected to continue to grow over the coming years.

The FIF is now recruiting an Operations Manager to report to the Senior Operations Manager of the FIF. This is a unique opportunity to join a new and growing team to deliver this significant new mandate.

Role Summary

There is an exceptional opportunity for a talented and motivated individual to join FIF’s Operations team. The role offered provides an ideal and unique development opportunity for high-calibre candidates with a minimum of five/six years of relevant experience to develop their careers and gain exposure to the highest standards of the investment management industry.

The Operations team is involved in all non-investment activities of the fund and works closely with the 3rd party Custodian. The successful candidate will support the Senior Operations Manager in delivering all key day-to-day business operations activities, including managing interactions with key NTMA corporate functions (such as Finance, Audit, Legal, Procurement, Compliance and Risk), along with updating and maintaining all relevant operational procedures, policies and registers.

In addition, they will contribute to idea generation and engage in efforts to streamline business processes.

The Operations Manager’s role is to work collaboratively both within the Operations team and across the wider FIF team of front office investment professionals and 3rd party providers (Custodian initially).

All members of the FIF team are required to remain flexible to respond to the dynamic nature of the FIF mandate – this may require team members to apply their skills outside of their core areas of responsibility, from time to time.

The Operations Manager will be required to support the Senior Operations Manager and key activities will include:

  • Supporting the Senior Operations Manager in managing interactions with NTMA’s corporate functions (such as Finance, ICT, Legal, Compliance, FOI, Procurement, Internal Audit, Facilities).
  • Management of FIF’s Operational Risk agenda (including Risk Register) & coordination of FIF’s Business Continuity requirements.
  • Managing the end-to-end Invoicing/Expenses Process
  • Supporting delivery of FIF’s budget, outturn, and forecasts.
  • Managing delivery of external information requests e.g. Parliamentary Questions.
  • Managing the Procurement process on the appropriate systems
  • Supporting design, testing and roll-out of IT system builds/ enhancements.
  • Coordinating FIF’s involvement during internal and external audit processes.
  • Monitoring FIF’s level of compliance with applicable policies, procedures and standards and updating internal policies and procedures, when required.
  • Managing ad hoc projects or initiatives which may arise within FIF.
  • Maintaining a high level of ongoing familiarity with FIF’s business processes and proactively making suggestions to enhance operational effectiveness across the team; and
  • Supporting the wider FIF team with queries and issues when required.
Knowledge And Experience

The ideal candidate will have:

  • Third level degree qualification.
  • Demonstrate a keen and well-informed interest in operations, and/or related fields. Knowledge of Custodian and/or investment/fund management industry desirable
  • Minimum 5-6 years’ experience in an operations role, preferably within an investment/fund management/ custodian environment, or similar
  • Experience managing operational activities delivering high quality outputs
  • Experience in process improvements, including technology initiatives
  • Experience facilitating delivery of processes involving input from, and coordination across, multiple stakeholders

  • Experience in data analytics and building dashboards in powerbi or tableau or similar is highly desirable but not essential
  • Experience in managing direct reports is desirable but not essential
