Job summary

FRS Recruitment is seeking a Head of Human Resources to lead the HR function and drive people strategies within a regulated, values-driven organisation in Dublin. You will partner with the CEO and SMT to shape workforce strategy and ensure robust people systems.

The role requires senior HR leadership experience, change management capability, and strong employee relations expertise, with a track record in non-profit or charitable sectors considered advantageous.

Qualifications

  • Relevant degree and/or professional qualification in HR, Employment or related discipline.
  • Senior HR leadership experience in a complex, regulated environment.
  • Proven experience in organisational change, culture and transformation.
  • Strong employee and industrial relations expertise.
  • High levels of integrity, sound and values-based leadership.
  • Experience in the non-profit / charitable sector is a strong advantage.

Responsibilities

  • Lead and manage the HR function, ensuring alignment with organisational strategy and values.
  • Develop and implement the organisation’s HR and Internal Communications Strategy.
  • Act as a trusted strategic advisor to the CEO and SMT on workforce, and organisational risk.
  • Contribute to organisational planning, and service development.
  • Prepare HR related reports for the CEO, SMT, Board, and regulators.
  • Attend and contribute to Board and sub-committee meetings as required.
  • Promote a positive, inclusive culture that supports engagement, and continuous improvement.
  • Develop and lead recruitment, workforce planning, onboarding and retention initiatives.
  • Develop and implement learning, development, and mentoring programmes.
  • Support staff wellbeing initiatives aligned with organisational values.
  • Manage employee and industrial relations matters professionally and fairly.
  • Ensure compliance with employment legislation, HR and best practice.
  • Contribute to the ongoing development of the organisation’s Quality Management System.
  • Maintain awareness of legislative and regulatory changes and advise the CEO and SMT accordingly.

Salary: Up to €80k plus pension, bonus and 26 days AL


Reporting directly to the Chief Executive Officer and as a member of the Senior Management Team, the Head of Human Resources role ensures the organisation has the people, capability, and systems required to deliver high-quality services within a regulated, values-driven environment. This key role will play a critical part in organisational culture, workforce sustainability, and compliance


Key Responsibilities
