Responsibilities

  • Assisting in the efficient running of the Payroll Department to ensure accuracy of payments and deductions for all employees
  • Preparation of PAYE Monthly Returns for review by payroll manager and liaising with Revenue/ROS when necessary
  • Preparation and transmission of Monthly payroll Sepa Files
  • Delegation of Monthly payroll jobs to Grade Vs and Grade IVs
  • Manage staff rota and ensure adequate cover when leave occurs
  • Supervising of Grade Vs
  • Continual reviewing of procedures and updating where applicable
  • Undertake projects as directed e.g. changes in legislation or changes introduced by the HSE
  • Keeping abreast of all developments and changes in practice generally in the Health Service
  • To be aware of all legislative changes affecting payroll and initiate procedures for implementing same
  • Ensuring that an effective liaison is maintained between HR, Pensions and Payroll Department (including attending relevant management meetings)
  • Ensuring that an effective liaison is maintained between the Payroll Department and hospital employees
  • Ensure that the HR policies within the Hospital are strictly adhered to
  • To ensure that adequate records are maintained in a satisfactory condition in order to provide information as required and to fulfil all the statutory requirements on an on-going basis
  • Liaise with the external and internal auditors, when necessary
  • Assist in the commissioning and implementation of integrated application software to support the payroll systems
  • Collect, interpret and present in conjunction with departmental staff, data and information on the Department’s activities, staffing and expenditure
  • Deputising for the Payroll Manager as required
  • Attend meetings at the request of the Director of Finance
  • Assist in preparation of costing exercises
  • Assist in Project work when requested
  • Liaise with the Finance Department Accounting Unit as necessary to assist in the preparation of financial reports
  • Liaise with the Management, Systems, and Financial Accounting Units as necessary to assist in the preparation of various ad hoc financial management assignments
  • Ensure that statistical and management information is provided to Management as required
  • Assist the Management Accountant in ensuring that expenditure is controlled within agreed budgets limits and in compliance with the Hospital’s financial plan
