Executive Edge Recruitment seeks a senior Head of Cybersecurity Policy & Engagement to lead national and European cybersecurity initiatives in Ireland. You will drive engagement with government, regulators, industry and European authorities, oversee policy analysis, and guide multi-disciplinary teams.

You will represent the organisation at senior levels, shape policy development, and lead awareness and consultation activities to strengthen resilience across critical sectors in Ireland and Europe.

Qualifications

  • Honours degree or equivalent in cybersecurity, science, technology, engineering or a related discipline, or significant senior-level experience.
  • Proven senior-level experience in stakeholder engagement and/or policy analysis, preferably within cybersecurity, regulation or a related field.
  • Experience leading and managing multi-disciplinary teams, including people and budget management.

Responsibilities

  • Lead and manage cybersecurity and resilience engagement activities across regulated entities, public bodies, national and European authorities and working groups.
  • Coordinate policy analysis and contribute to development of national and European cybersecurity legislation and policy.
  • Represent the organisation at senior stakeholder level, including with government departments, regulators and industry bodies.
  • Oversee development and delivery of public consultations related to cybersecurity and resilience functions.
  • Build and manage a multi-disciplinary team of expert advisors and specialists and manage the programme budget.

Head of Cybersecurity Regulatory Policy & Engagement

Our client is a leading organisation operating within Ireland's digital and regulatory environment and is seeking an experienced Head of Cybersecurity Policy & Engagement to join their senior team.

This is an excellent opportunity for an experienced cybersecurity, policy or regulatory professional to lead a multi-disciplinary team and play a key role in national and European cybersecurity and resilience initiatives.

The role will have significant exposure to senior stakeholders across government, regulatory bodies, industry and European organisations, with responsibility for both strategic engagement and policy analysis.

The Role

Lead and manage cybersecurity and resilience engagement activities across regulated entities, public bodies, national and European competent authorities and key cybersecurity working groups.

The role will also lead policy analysis across cybersecurity and resilience, ensuring the organisation is well informed on developments in the cybersecurity landscape and able to contribute to the development of national and European legislation and policy.

Key responsibilities will include:

  • Lead and manage engagement activities with entities within the scope of NIS2 and CER.
  • Lead engagement with public bodies and NIS2 competent authorities at both national and European level.
  • Coordinate and manage participation in key national and European cybersecurity and resilience working groups.
  • Lead awareness campaigns, events and communications to ensure relevant organisations understand cybersecurity and resilience requirements.
  • Lead expert reviews of cybersecurity legislation, regulations and policy documents, engaging with relevant public bodies where required.
  • Lead the development and implementation of public consultations relating to cybersecurity and resilience functions.
  • Provide analysis and advice on emerging cybersecurity and resilience policy developments.
  • Build and manage a multi‑disciplinary team of expert advisors and specialists.
  • Manage the delivery of the team's work programme, including people and budgetary responsibilities.
  • Represent the organisation at senior stakeholder level, including with government departments, regulators, European bodies and industry representatives.
The Person

The successful candidate will have:

  • An Honours degree or equivalent third-level qualification in cybersecurity, science, technology, engineering or another relevant discipline, or significant relevant senior‑level experience.
  • Proven senior‑level experience in stakeholder engagement and/or policy analysis, preferably within cybersecurity, technology, regulation or a related discipline.
  • Experience leading, developing and managing multi‑disciplinary teams, including people and budget management.
  • Strong communication, interpersonal and negotiation skills, with the ability to influence and engage stakeholders at senior level.
  • Experience representing an organisation at senior management, board, CISO, commissioner or equivalent level.
  • Excellent public speaking and presentation skills, with experience representing organisations at conferences, events or stakeholder forums.
  • Proven experience managing complex multi‑stakeholder engagement through forums, working groups and other engagement activities.
  • Demonstrable experience in policy analysis within either the public or private sector.
