Job summary

Circol ELT is a membership-based producer responsibility scheme in Ireland. We are seeking a Chief Executive Officer to develop and implement strategy in line with Board direction and environmental policy.

You will lead compliance with waste, environmental and producer responsibility regulations, drive circular economy initiatives, and oversee expansion to all tyre categories. You will manage membership, collection, reporting, and contractor oversight while engaging regulators and industry

Qualifications

• Senior leadership experience in environmental services, compliance, sustainability, or regulated sectors.
• Strong governance, finance knowledge and strategy execution.
• Experience engaging with Boards, regulators, government bodies and industry stakeholders.
• Excellent communication, negotiation and public representation abilities.

Responsibilities

• Develop and implement strategy for Circol ELT aligned with Board direction and environmental policy.
• Lead organisational compliance with waste, environmental and producer responsibility regulations.
• Advance innovation, market development and circular economy practices for tyre recycling.
• Oversee expansion from passenger car tyres to all tyre categories.
• Manage operational delivery including membership, collection, recycling, reporting, and contractor oversight.
• Build relationships with tyre producers, retailers, recyclers, regulators and industry representatives.
• Represent Circol ELT in external engagements to drive sustainable industry transformation.

• Circol ELT is a membership-based producer responsibility scheme dedicated to sustainable outcomes for end-of-life tyres in Ireland.
• Approved by the Department of Environment, Climate and Communications, supporting producers, importers, and industry stakeholders with compliance.

About the role

As Chief Executive Officer, you will:

• Develop and implement strategy for Circol ELT, ensuring alignment with Board direction and environmental policy.
• Lead organisational compliance with waste, environmental, and producer responsibility regulations.
• Advance innovation, market development, and circular economy practices for tyre recycling.
• Oversee planned scheme expansion from passenger car and motorcycle tyres to all tyre categories.
• Manage operational delivery including membership, collection, recycling, reporting, contractor oversight, and service performance.
• Build relationships with tyre producers, retailers, recyclers, regulators, government bodies and industry representatives.
• Represent Circol ELT in external engagements, driving sustainable industry transformation.
• Proven senior leadership in environmental services, compliance, sustainability, waste management, public policy or regulated sectors.
• Strong knowledge of governance, finance, strategy execution, and organisational leadership.
• Experience engaging with Boards, regulators, government bodies and industry stakeholders.
• Excellent communication, negotiation, and public representation abilities.
• Advantageous: Experience with producer responsibility schemes, recycling systems, circular economy programmes, or Irish environmental regulation.
