Sembcorp Ireland is seeking an Assistant Manager / Manager, Procurement & Contracts Management to support end-to-end procurement, cost estimation and contract administration for industrial park, warehouse, logistics and manufacturing projects.

You will work with design, construction, finance and legal teams to ensure projects meet budgets, contractual requirements and governance standards, while driving value through proactive vendor management and risk control.

Qualifications

  • Degree in Quantity Surveying, Construction Management, Civil Engineering, Building, Project Management or related discipline.
  • Minimum 8 years of relevant experience.

  • FIDIC contract experience and regional market exposure preferred.

Job Description

The Assistant Manager / Manager, Procurement & Contracts Management is responsible for supporting the procurement, commercial, cost estimation and contract administration functions for industrial park, warehouse, logistics, manufacturing and infrastructure development projects.

The role will manage the end-to-end procurement and tendering process, cost planning, contract administration, variation management and commercial risk control for Design & Build (D&B), Design-Bid-Build (DBB), consultancy and specialist contractor packages. The successful candidate shall work closely with Design & Construction Management, Finance, Legal and external consultants to ensure projects are delivered within approved budgets, contractual requirements and corporate governance standards.

Key Responsibilities:

1. Procurement & Tender Management

  • Develop and implement procurement strategies for development projects.
  • Prepare tender schedules and procurement plans.
  • Manage pre-qualification exercises for consultants, contractors and suppliers.
  • Prepare RFPs, tender documents and contract documentation.
  • Coordinate technical and commercial evaluations.
  • Conduct commercial clarifications and negotiations with tenderers.
  • Prepare tender evaluation reports and award recommendations.
  • Ensure compliance with procurement policies, governance requirements and approval authorities.
  • Maintain approved vendor databases and market intelligence.

2. Cost Estimation & Budget Management

  • Review consultant cost plans and contractor pricing submissions.
  • Perform cost benchmarking using historical and market data.
  • Conduct quantity review and validation of estimates.
  • Identify cost-saving and value-engineering opportunities.
  • Support project feasibility studies and business case evaluations.
  • Monitor project budgets and forecast final costs.
  • Evaluate financial implications of design changes and project risks.

3. Contract Administration

  • Administer Design & Build (FIDIC preferred), DBB, consultancy and service contracts.
  • Review and manage contractual correspondence.
  • Monitor contractor compliance with contractual obligations.
  • Review and assess variation orders, claims and extension of time submissions.
  • Support dispute avoidance and resolution processes.
  • Monitor contractual milestones, deliverables and key obligations.
  • Assist project teams on contract interpretation and commercial matters.
  • Prepare contract amendments and supplemental agreements.

4. Commercial & Cost Control

  • Review progress claims and payment recommendations.
  • Monitor approved budgets against commitments and expenditures.
  • Manage variation registers and claims registers.
  • Prepare monthly cost and commercial reports.
  • Support project forecasting and cash flow monitoring.
  • Identify and mitigate commercial risks throughout project execution.
  • Ensure proper documentation and audit trail for commercial decisions.

5. Stakeholder Management

  • Collaborate with Design and Construction Management, HSSE, Finance and Legal teams.
  • Coordinate with external consultants, contractors and suppliers.
  • Support management reporting and project reviews.
  • Build strong relationships with industry partners and market participants.

6. Governance & Process Improvement

  • Ensure compliance with company procurement and contracting policies.
  • Support internal and external audits.
  • Participate in process improvement and digitalization initiatives.
  • Contribute to the development of procurement and contract management best practices.
Requirements
  • Degree in Quantity Surveying, Construction Management, Civil Engineering, Building, Project Management or related discipline.
  • Minimum 8 years of relevant experience.
  • Must have experience in:Industrial Park development projects.Warehouse, logistics, manufacturing or industrial facilities.Design & Build contract management.Construction procurement and tender management.Cost estimation and cost planning.Contract administration and commercial management.Contractor and consultant management.
  • Preferred:FIDIC contract experience.Vietnam construction market experience.Experience with both pre-contract and post-contract activities.Experience handling projects exceeding USD 10 million.
