This position is responsible for accurate financial bookkeeping and providing quality technical support in implementing Area Program (AP)/cluster financial process and ensuring their alignment with financial policies and standards.
The role includes contributing to the daily coordination of financial processes, reviewing all transactions complying with WV regulations and donor requirements, and employing strong internal controls. Additionally, the position supports the preparation of financial performance analysis to support project management decisions, promoting cost-effectiveness and efficiencies aligned with global initiatives.
During emergencies, this position ensures finance and procurement systems are in place to deliver rapid and effective responses, while maintaining accountability.
Key Responsibilities:
- Prepare and coordinate the budget development process in collaboration with project team and other stakeholders.
- Provide input on related resources needed, especially financial data, for the development of the Project Design, Annual Operating Plan and project budget.
- Provide technical support by preparing quality financial reports for strategic decision-making in project implementation.
- Contribute to the development of project strategy, especially on the financial aspects.
- Contribute to the development of guidelines for the implementation of financial control mechanisms in the area.
- Contribute to the development of capacity building plans for local partners (if any) in each area and improve overall business practices regarding local partnering.
- Manage effective project financial operations to promote cost-efficiency and align with partnership/donor/statutory requirements, policies and standards.
- Prepare financial data, reporting and analytics and become the strategic business partner responsive to project needs.
- Request approval chain for Provision & Concur.
- Review daily transactions & its coding including adjustment entries (if necessary), and its relation to the SunSystems, Provision, Concur, Oddo, Direct Charges from Global, and other systems, communicating challenges and actively participating in solutions.
- Conduct compliance checks including Watchdog utilization (if necessary) and Blocked Party Screening (BPS) for the project and partners.
- Support midyear reviews in terms of Mid-Year Review (MYR) & Semi-Annual Report (SAR) financial processes for the project.
- Implement good internal controls of the project.
- Manage monthly asset register and changes, aging analysis, bank reconciliation, ensuring they match with the ledger, are updated, and analyzed according to finance manual, donor regulations, and external audit recommendations.
- Manage cash on a monthly basis to ensure liquidity and cash flow to the project, following up on any outstanding receivables from third parties.
- Prepare accurate financial report drafts and deliver them to stakeholders in a timely manner and in accordance with donor’s guidelines.
- Ensure financial reports required by management are produced, updated, documented, and ready for audit at any time.
- Provide technical assistance to the project team in developing and reviewing financial plans, forecasts, and analysis for projects.
- Support the process for financial audits/expenditure verification for projects and monitor follow-up actions on audit findings.
- Support actions and insights to simplify business processes and provide technical guidance to the project team.
- Conduct training and monitoring on rules and regulations, communicating changes to the project team and other stakeholders.
- Liaise and collaborate with other finance teams, cross-functional units, zones, and teams of relevant World Vision entities.
- Prepare data analysis on match fund utilization to cover unallowable costs and contribution costs.
- Ensure t-codes used by the project comply with the organization's policy and align with the approved budget.
- Ensure accurate organization and proper filing of all financial documents.
- Conduct regular monitoring visits to partners (if any).
- Monitor and perform analysis of the project’s burn rate.
- Analyze data & information and provide insights to key stakeholders to improve decision-making.
- Support the project team in developing and reviewing financial plans, forecasts, and analysis, as well as the development of partner capacity (if any).
- Support effective analysis from project regular Monitoring & Evaluation, produce good documentation, and ensure a well-coordinated reporting system, documenting lessons learned as needed, including ensuring no overspending of the project.
- Coordinate with other finance staff to ensure daily transactions for payment processes in Provision.
- Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments, and ministry to the disadvantaged children and communities we seek to serve.
- Build and maintain a positive spirit of teamwork with other staff in respective zonal, unit, and department.
- Be a role model and inspiration in managing work, communication, and relationships with internal staff and external parties.
- Manage all risks related to contractual and project management according to organization policies, guidelines, and standards, including risks in fraud, safeguarding, and other related risks.
