Water.org is an international non-profit charitable organization based in the US. It has field or country offices in 13 countries which includes Indonesia. Water.org is focused on promoting wide access to water and sanitation services, especially toward poor or Base of Pyramid (BoP) households. Water.org works with partner organizations in various countries including microfinance organizations and water utilities. The purpose is to help these institutions promote water and sanitation loans or water connection financing services (in the case of water utilities) to BoP households. As of June 2023, Water.org has empowered more than 58 million people (include 4.3 million people in Indonesia) through its major programs to gain access to safe water and sanitation.

Since 2016, Water.org Indonesia has been working with water utilities (PDAMs) and wastewater utility (PDPAL) in Indonesia on implementing WaterConnect program. Currently, Water.org has established cooperation with more than 40 PDAMs and 2 PDPAL in Indonesia to offer water financing products to improve access to safe water and sanitation to communities.

In fiscal year 2025 Perusahaan Umum Daerah Air Minum Tirta Patriot (PERUMDA Tirta Patriot) will change Business Plan (BP) document due to the existing BP document has does not match with next activities plan in regard PERUMDA Tirta Patriot to develop and manage Water Supply System (WSS) in City of Bekasi. Plus, PERUMDA Tirta Patriot has acquisition around 76,000 customers from Perusahaan Umum Daerah Tirta Bhagasasi District of Bekasi. Relate to plan of changes BP, PERUMDA Tirta Patriot apply to Water.org to help them in preparing of business plan change documents. In this case, Water.org intends to help PERUMDA Tirta Patriot.

• SCOPE OF WORK

Water.org intends to engage consulting firms with previous experience of working with PDAMs. Previous experience of assessing development work around water and sanitation would be an advantage. The selected consultant will be engaged to provide services on “Technical Assistance in Preparation of Business Plan Change Documents” to support PERUMDA Tirta Patriot in development and management WSS in City of Bekasi.

The BP must comply with Regulation Ministry of Home Affair Number 118 Year 2018 at least consist of:

• Executive summary
• Introduction
• Demand Study to answer where and how much water is needed.
• Evaluation of the results of the previous Business Plan that is already running
• Current condition of PERUMDA Tirta Patriot
• Direction, targets, strategies, and policies
• PERUMDA Tirta Patriot programs
• Implementation of risk management
• Assumptions used in preparing the Business Plan; and
• Financial projections, investments and capital participation

Assignment Summary

The Consultant will assist Water.org Indonesia to Prepare of Business Plan Change Documents in regard PERUMDA Tirta Patriot to develop and manage WSS in City of Bekasi for future 5 years.

• REQUEST FOR PROPOSAL

Water.org aims to hire a consultant to work with Water.org Indonesia to implement the Project as described in the scope of work outlined above. The proposal should include a technical and financial proposal well as a project timeline, please refer to the timeline section for additional information. Applicants may be consulting firms with a designated team leader. Applicants, at least Team Leader and Expert, must exhibit the following qualifications:

• Understanding of TOR.
• Experts with at least 10 years of experience in the water supply system.
• The Consultant Team at least consists of Team Leader, Water Supply System experts, Finance experts in the water supply sector.
• Demonstrated experience with PDAM and familiarity with the PDAM business process.
• Team Leader has experience carrying out similar BP on at least 3 projects.
• Attach Team Member experience, only experiences related preparing BP in Water Supply System Development.
• Having knowledge and experience on mitigation and adaptation to climate change is value-added.
• BUDGET

The budget proposal must be submitted by the Consultant, and approval of the final budget is fixed and cannot be negotiated. All budgets will be provided in IDR. Budget notes are encouraged.

Asample of payment terms is by following:

• First tranche – 40% of the contract price – upon signing of the contract.
• Second tranche – 30% of the contract price – upon submission of the draft report of BP
• Third tranche – 30% of the contact price – upon submission of the final report of BP
