Job summary

World Resources Institute Indonesia is seeking a qualified Consultant to coordinate data sharing protocols, STDB processing, and SHM issuance for Aceh-based smallholders. This role will cover Western and Eastern Aceh with office-flex arrangements and travel as required.

The position requires field coordination, liaison with provincial and district government partners, and delivering progress reports while ensuring equity and evidence-based decision making.

Qualifications

• Bachelor’s degree in Agriculture, Agribusiness, Forestry, Environmental Science, Development Studies, Public Policy, Geography, or related fields.
• Minimum 5 years of professional work experience in project implementation, field coordination, or related areas.

Consultant as STDB Field Project Coordinator for Western Aceh - Food, Land, and Water Program

You will be based in Western Aceh (Aceh Singkil or Subussalam), Indonesia. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

E-STDB Development

Since early 2020, WRI Indonesia has continued to support the Ministry of Agriculture in developing the smallholder registration platform (E-STDB). This platform is designed to enhance the national smallholder plantation database and will include analytical features on smallholder compliance in Indonesia with land use regulations. Drawing on lessons learned from the pilot project to accelerate STDB issuance—which utilized optimized Land Parcel Map (PBT) data derived from the Agrarian Reform and the Ministry of ATR/BPN’s PTSL-SHM program, particularly through collaboration between Land Offices and Plantation Agencies in West Java and Lampung—IDH has adopted this approach to fast-track STDB issuance in Aceh Province, implementing it in Aceh Singkil, Subulussalam, Aceh Tamiang, North Aceh, East Aceh, and Banda Aceh

Within the framework of the Aceh KSB Roadmap, IDH—in collaboration with GAR and Mondelez—is implementing a project aimed at helping 5,000 independent smallholders secure land legality through the issuance of Freehold Titles (SHM) and Smallholder Plantation Registration Certificates (STDB), aligning efforts with the Agrarian Reform Task Force (GTRA) and plantation registration processes. This initiative focuses on accelerating STDB issuance for lands already holding SHM status, and conversely, prioritizing SHM services for lands holding STDBs; this is achieved by developing an interoperable, two-way data flow between ATR/BPN and the Aceh Plantation Agency, utilizing the Land Parcel Map (PBT) as a spatial reference. This data integration is reinforced by an MoU between the Aceh Government and ATR/BPN to enable systematic data exchange, supported by technical and procedural infrastructure as well as capacity building to enhance verification, traceability, and the quality of land registration services.

Job Highlight

The STDB Field Project Coordinator will coordinate "Facilitation and Assistance for Data Sharing Protocols, STDB and SHM Processing, and STDB Issuance for 5,000 Smallholder Farmers – Aceh Province" project implementation in western and eastern Aceh. This role encompasses the following key components:

• Assist in developing detailed work plans and terms of reference (including implementation schedules and resource allocation), as well as managing project archives and documentation. the implementation of the project
• Serve as a liaison and communication facilitator among the project team, management, partners/vendors, and relevant stakeholders at the regency or provincial level to ensure effective coordination. covering Western Aceh (Aceh Singkil and Subulussalam) and Eastern Aceh (East Aceh, North Aceh, Aceh Tamiang, and Banda Aceh).
• Monitor project activities regularly—including progress, schedule adherence, budget utilization, and target achievement—identify and mitigate potential field obstacles as early as possible, and draft progress reports and recommendations for follow-up actions.

This position will work under the close coordination and supervisory of Sustainable Commodities Policy Accelerator Program Lead. The position could be based in one of the target districts in each region with office-flex working arrangements and travel as required. What You Will Do

Program Implementation (50%)

• Support the program lead in developing an actionable work plan throughout the project period.
• Support the development of protocol/manual/guideline and publications/knowledge necessary for project implementation, along with other team members.
• Developing terms of reference for coordination activities, regular discussions, data collection and mapping of smallholders, and other related tasks at the district level
• Organize the implementation of workshops/focus group discussions, including documenting the results (minutes of meeting and photos/proceeding) at five districts.
• Follow up on technical assistance to address policy barriers to the eSTDB acceleration, as needed.
• Conducting monitoring and providing technical assistance for the STDB data collection, mapping, and verification process for smallholders.
• Assisting in the preparation and drafting of project progress reports and final reports.

Research and Development (20%)

• Conduct a document analysis through desk review on the Aceh Governor’s Instruction on accelerating STDB (Smallholder Palm Oil Registration) issuance, the Regional Action Plan for Sustainable Palm Oil (RAD KSB), and the Provincial/Regency Medium-Term Development Plans (RPJMD) or Strategic Plans (Renstra) for the plantation sector in project locations, as well as studies by various stakeholders regarding independent smallholders and sustainable palm oil in Aceh.
• Identify best practices, challenges, and opportunities for collaboration regarding STDB processes—specifically data collection, mapping, verification, and issuance—previously implemented by various stakeholders in Aceh.
• Support program leadership in developing knowledge products based on activity recommendations for the second semester of 2026 concerning the acceleration of STDB at both national and regional levels.

Stakeholders engagement (30%)

• Engage key stakeholders, particularly the relevant Aceh provincial and district government agencies (SKPA) mandated to accelerate STDB implementation in Aceh Province.
• Interact with key stakeholders of the eSTDB platform (especially Aceh provincial agencies and the five project-focus districts) to further consolidate the smallholder farmer database within district-level plantation agencies, and identify opportunities for external collaboration with business entities and NGOs to accelerate STDB implementation at the district level.
• Provide support and build relationships with other team members, experts, and external stakeholders (particularly in the five project-focus districts and at the Aceh provincial level).

What You Will Need

Required Qualifications:

• Bachelor’s degree in Agriculture, Agribusiness, Forestry, Environmental Science, Development Studies, Public Policy, Geography, or other relevant fields.
• Minimum 5 (five) years of relevant professional work experience in project implementation, field coordination, agriculture/ commodities development, sustainable palm oil, land administration, or other related areas.
• A clear understanding of environmental and social sustainability issues affecting agricultural commodities, particularly palm oil and smallholder production system.
• Strong understanding of the STDB data collection, mapping, verification, and issuance process with strong familiarity with relevant government policies, regulations, and institutional process.
• Ability to conduct desk research, document review, basic data analysis, and synthesis of findings.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) for data analysis, documentation, reporting, and presentation development.
• Strong coordination and interpersonal skills with the ability to work effectively with government officials, field teams, farmers, project partners, and other stakeholders.
• Ability to work independently in a field-based environment and with confidence to take initiative and make decisions while maintaining close coordination with Manager and project team.Self-motivated, detail-oriented, and a logical thinker with an ability to manage multiple priorities, adapt to changing needs, and work effectively in a dynamic environment.
• Strong written and verbal communications skills in Bahasa Indonesia
• Ability and willingness to travel as assigned
• Legally able to work in Indonesia

Preferred Qualifications:

• Having basic knowledge and working experience in public policy analyst.
• Professional proficiency in English for written communications and coordination with project partners.

Duration

15 October 2026 – 31 August 2027 with a possibility of extension, subject to individual performance, project needs and budget availability.

Deliverables

1. Produce detailed work plan outlining key activities, timeline, milestones, and coordination arrangement for the all targeted districts.

2. TOR and other supporting materials for project activities (field-level coordination, workshops, FGDs, data collection, etc) are prepare in a timely manner and aligned with WRI Indonesia standard procedures.

3. Monthly report documenting implementation progress and supporting evidence, STDB data collection and verification updates, key findings, stakeholder inputs, challenges, technical assistance provided, and follow-up action

4. Research outputs on relevant policies, best practices, challenges, and opportunities related to STDB acceleration and sustainable palm oil delivered in satisfactory and timely manner.

5. Timely submission of activity report and completion of all required post-activity administrative requirement in accordance with WRI Indonesia procedures.

Terms of Payment

Daily rate‑based consultant with a maximum of 18 (eighteen) working days per month.
