What we need:

Responsible for managing the planning, development, construction, and expansion of the FTTH/FTTx fiber optic network, from network planning, survey, design, permitting, and project execution through to handover.

Ensure that all network construction and development activities are carried out in accordance with the approved design, scope, quality, budget, timeline, safety standards, and business requirements, resulting in network infrastructure that is scalable, efficient, reliable, and ready to support customer needs and business growth.

A. Fiber Network Planning & Development

Develop network development plans based on business requirements and target customers.
Plan the development of FTTH/FTTx, access, distribution, backhaul, and backbone networks as required.
Define network architecture and topology based on coverage, capacity, scalability, and redundancy requirements.
Review routes and infrastructure such as:
Fiber optic cable
ODC/ODP/FDH
Duct
Pole
POP
Joint Closure
ODF/OTB
Determine fiber core, cable size, duct capacity, and network infrastructure requirements.
Create network expansion plans for new areas, new developments, customer expansion, and business growth.
Conduct capacity planning based on existing utilization and future demand.
Ensure the design can support future expansion without major modification.
Lead the engineering and design process for the FTTH/FTTx network.
Review HLD, LLD, route design, fiber allocation, splice plans, and connectivity diagrams.
Ensure the design complies with the company’s engineering standards and technical specifications.
Review survey results and ensure the design aligns with actual field conditions.
Conduct technical evaluations of alternative routes and construction methods.
Determine technical solutions for special conditions such as:
Road crossing
HDD
Bridge crossing
Existing utility crossing
Limited space
Shared infrastructure
Ensure the network design considers constructability, cost efficiency, scalability, and future capacity.

C. Fiber Network Deployment / Project Management

Lead the implementation of FTTH/FTTx network construction projects.
Prepare project scope, timeline, BOQ, budget, resource requirements, and execution plan.
Monitor network construction progress.
Ensure projects are completed according to the target timeline.
Ensure the work complies with the approved design and scope.
Control the quality of contractor/vendor work in the field.
Identify project risks and potential delays, and define mitigation plans.
Ensure all project work is properly documented through to the handover process.

D. Project Coordination

Serve as the focal point for project coordination with internal and external stakeholders.
Coordinate with:
Management
Commercial
Procurement
Finance
Legal
Permit team
Contractor
Landlord / Building Management
Utility owner
Ensure that technical needs and business requirements can be translated into the project scope.
Escalate issues that may impact the project timeline, cost, or quality.
Ensure effective project communication among all stakeholders.

E. Permit & Right of Way Coordination

Coordinate permit requirements for fiber optic network construction.
Ensure all permits and approvals are in place before work begins.
Coordinate with relevant parties for Right of Way (ROW) and access requirements.
Manage issues related to:
Road crossing
Utility crossing
Building access
Landlord
Government/local authority
Ensure work does not begin before permit requirements are fulfilled.
Manage contractors/vendors for survey, design, construction, installation, splicing, testing, and commissioning work.
Conduct technical evaluations of contractor/vendor capabilities.
Review quotations, BOQ, method statements, and technical proposals.
Ensure contractors work in accordance with:

Quality Standard
Safety Requirement
Project Schedule
Monitor contractor performance.
Ensure work is completed according to target.
Control quality and reduce rework.
Evaluate contractor performance after the project is completed.
Ensure the work results meet requirements before acceptance and handover.

G. Cost & Budget Management

Prepare the budget for network construction and development.
Manage CAPEX for network expansion and infrastructure development.
Review BOQs and quotations.
Conduct cost comparisons for alternative designs or construction methods.
Control project costs to ensure alignment with the approved budget.
Control additional work and variation orders.
Ensure additional work obtains approval before implementation.
Identify cost optimization opportunities.
Develop construction cost benchmarks such as:
Cost per home passed

H. Quality Control & Project Acceptance

Establish quality requirements for network construction.
Ensure installation, cable pulling, jointing, termination, labeling, and infrastructure installation comply with standards.
Review testing and commissioning results.
Ensure the work results comply with the approved design.
Control defects and rework during the project.
Lead the inspection, punch list, testing, acceptance, and handover process.
Ensure all project documents are complete before project closure.

I. Network Documentation & Asset Data

Ensure all completed network infrastructure is documented.
Ensure the availability and accuracy of data for:
Fiber route
Fiber core
ODC/ODP/FDH
Duct
Pole
POP
ODF/OTB
Splice
Ensure as-built drawings are available after the project is completed.
Ensure design changes during construction are updated in the network documentation.
Support the implementation of a GIS / Fiber Management System to improve visibility and management of network infrastructure.

J. Network Expansion & Business Support

Support Sales and Business Development in conducting feasibility studies for potential customers and new areas.
Assess the availability of network infrastructure.
Determine network construction requirements for new customers.
Prepare technical solutions and preliminary cost estimates.
Determine the most optimal route and infrastructure.
Provide deployment timeline and CAPEX estimates for business proposal requirements.
Support expansion into new areas based on business priorities.

K. Safety & Compliance

Ensure all construction and installation work complies with the company’s OHS/HSE standards.
Ensure contractors/vendors comply with safety requirements.
Ensure the work has the required permits and approvals.
Ensure work such as excavation, HDD, road crossing, pole installation, and work at height is carried out according to safety procedures.
Coordinate with HSE/Safety for high-risk work.
Ensure all projects comply with applicable regulations and requirements from property/estate management.

Managerial Responsibilities

As a Manager, responsible for:

Prepare the Annual Fiber Network Development Plan.
Determine construction priorities based on business requirements and customer demand.
Set network rollout and project delivery targets.
Manage the engineering and project/deployment teams.
Manage contractors, vendors, budgets, and resources.
Monitor all ongoing projects.
Serve as the escalation point for projects experiencing issues.
Make technical and project decisions within the assigned authority.
Provide recommendations to management regarding network expansion and investment.
Develop standards and processes to improve efficiency in network deployment.
Ensure all projects are completed in accordance with Quality – Cost – Delivery – Safety standards.
