Job description

Minimum Qualifications

  • Master’s degree in Public Health, Health Policy, Healthcare Management, or a related field.
  • At least 7 years of relevant professional experience in health systems strengthening, program management, or service delivery improvement—preferably in a primary health care context.
  • Demonstrated ability to design, implement, and evaluate health programs, with proven results in improving service quality, efficiency, or equity.
  • Strong foundation in health policy analysis, including service standards, human resources for health, and relevant financing structures affecting PHC.
  • In-depth knowledge of Ministry of Health (MoH) regulations, PHC operational frameworks, and national quality standards.
  • Practical experience in integrating digital health solutions—such as electronic medical records (EMRs), telemedicine, and data-driven tools—to support PHC delivery.
  • Foundational understanding of monitoring, evaluation, and learning (MEL) systems to support adaptive program implementation and results tracking.
  • Experience working collaboratively with government agencies, NGOs, and other stakeholders, including in policy dialogues and multi-sectoral partnerships.
  • Excellent communication, facilitation, and writing skills in both English and Bahasa Indonesia.
  • Strong organizational and leadership capabilities, with the ability to manage cross-functional teams and oversee complex, multi-stakeholder initiatives.
  • Passion for community empowerment, public service innovation, and advancing equitable, people-centered healthcare systems.

  • Familiarity with national and global PHC standards, including WHO’s frameworks for service delivery, quality, and disease management.
  • Foundational knowledge of monitoring, evaluation, and learning (MEL), including indicators, data quality assurance, and learning-based program adaptation.
  • Competence in applying gender, social inclusion, and environmental sustainability lenses to design and assess health interventions.
  • Adaptability and solution-oriented mindset, with the ability to navigate complex challenges, generate ideas, and drive continuous improvement.
  • Professional fluency in English and Bahasa Indonesia, including strong writing, reporting, and presentation skills.
