Organizational Setting and Reporting Relationship

The Senior Country Economist position is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). This opportunity is open to both internal and external applicants.

(For Internal Candidates): Your assignment to IRM will be immediate unless the selection involves a change in staff category.

(For External Candidates and Newly Appointed International Staff): You will initially be based at ADB Headquarters in Manila for one year before relocating to IRM.

You will report to the Country Director and be overseen by the Country Operations Head (COH) as part of the Country Operations Team. Additionally, you will have a matrix reporting line to the Regional Lead Economist for Southeast Asia in the Economic Research and Development Impact Department (ERDI), focusing on economic analysis of country partnership strategies (CPS), country economic monitoring, and the preparation of the Asian Development Outlook (ADO) country chapters and related analytical work. You will oversee junior team members.

Your Role

As a Senior Country Economist, you will lead the implementation of the Indonesia CPS, collaborating closely with the Country Director and COH. You will serve as the focal point for coordinating and monitoring ADB's knowledge work in Indonesia, including climate change mitigation and adaptation, environmental sustainability, and the Blue SEA (Southeast Asia) Finance Hub housed in IRM. Additionally, you will contribute to development partner coordination, cofinancing, and promote the One-ADB approach across various departments to ensure cohesive program design and implementation.

Key Responsibilities:

  • Lead the design and monitoring of the Indonesia CPS.
  • Identify new business opportunities for sovereign operations through collaboration with sector teams and partners in Indonesia.
  • Promote the One-ADB approach by working with OMDP, PSOD, and other stakeholders to develop opportunities for sovereign and non-sovereign operations.
  • Develop networks and strategic partnerships with government, private sector, academia, and civil society, and coordinate ADB programs with these partners.
  • Develop, process, and implement technical assistance (TA) projects in Indonesia as assigned by the Country Director.
  • Serve as the IRM focal point for climate change mitigation, environmental sustainability, and the Blue SEA Finance Hub.
  • Coordinate and monitor knowledge activities in Indonesia, collaborating with relevant departments and partners.
  • Build relationships with private sector partners to explore cofinancing opportunities and facilitate coordination with development partners.
  • Perform any other responsibilities as assigned in your workplan.

Qualifications:

  • Master's degree or equivalent in economics, public policy, development, or related fields; or a university degree with at least 5 years of relevant experience.
  • Minimum of 10 years of relevant professional experience.
  • Proficiency in English, both oral and written.
  • Experience with multilateral development bank procedures.
  • International development experience in multiple countries, with relevant experience in Indonesia preferred.
  • Refer to the ADB Competency Framework for Technical International Staff Level 2 for additional requirements.
