Program Background

Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 200 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.

Prospera commenced in March 2018 and will conclude in February 2026.

The Role

Prospera is seeking to engage a Senior Advisor with expertise in carbon market design, demand and policy frameworks. This position will be part of the Technical Support Team that is set to support the Office of the Special Envoy for Climate and Energy through the Indonesia Climate and Growth Dialogue (ICGD) and the relevant government of Indonesia counterparts in advancing climate and energy issues.

The Senior Advisor – Carbon Market Development Policy will provide technical analysis and strategic advice to support the development of Indonesia’s carbon policy, including both supply-side and demand-side aspects of carbon markets. The successful candidate will analyse how different segments of the carbon market (Compliance, Voluntary, and Article 6) interact, recommend effective pricing and allocation strategies, assess buyer demand and segmentation trends, and develop policy frameworks that ensure a well-functioning market aligned with Indonesia’s economic and environmental goals.

This role will work closely with Prospera Climate and Energy team and the Interim Indonesia Climate and Growth Dialogue (ICGD) Secretariat to develop a comprehensive Carbon Whitepaper and inform revisions to key carbon-related policies, including the Presidential Regulation on the Economic Value of Carbon. The role will also require close collaboration with Office of the Special Envoy for Climate and Energy, ICGD board members, and Prospera as well as ongoing reporting to track progress and achieve the desired outcomes.

About You

The role demands an exceptional candidate who is experienced in policy advisory services, data collection and analysis, and stakeholder engagement with carbon market stakeholders in Indonesia. The ideal candidate will have expertise in designing a carbon market framework and pricing policy that is effective for Indonesia context.

The successful candidate shall be able to demonstrate the following skills, experience, and qualifications:

  1. Education & Experience: Master’s degree (or equivalent) in a relevant field and/or 15+ years of professional experience in related fields. Expertise in at least one of the following areas is required: carbon pricing, carbon market mechanisms, emissions trading systems, sustainable finance, AFOLU (Agriculture, Forestry, and Other Land Use), or climate policy.
  2. Policy & Market Knowledge: Strong understanding of Indonesia’s carbon policy and international carbon market frameworks, including Article 6 of the Paris Agreement, international compliance programs, and corporate sustainability commitments.
  3. Analytical Skills: Strong ability to collect, validate (triangulate), and analyze quantitative data.
  4. Stakeholder Engagement: Proven experience working with government agencies, private sector entities (industrial players and financial institutions), and carbon market participants.
  5. Communication Skills: Excellent written and verbal communication skills, including experience in writing reports, policy briefs, and presentations. Strong interpersonal skills. Fluency in both English and Bahasa Indonesia is required.

Remuneration

The remuneration will be set according to National Remuneration Framework Group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a short-term position, open for National Indonesian applicants.
