Job description

We are looking for a high-performing HSE Manager to lead Health, Safety & Environment (HSE) excellence and ensure the implementation of a robust HSE as per Company standards, national Indonesian and international best practices,for our strategic Sustainable Aviation Fuel (SAF) project—from early design through construction to operations

Location: Plant Site

Job Requirements:

  • Bachelor’s degree in Engineering, Safety, Construction Management or related discipline.
  • Minimum 15 years of HSE experience in oil & gas, petrochemical, or refinery projects.
  • At least 10 years in senior/project HSE leadership roles on large-scale EPC projects.
  • Strong understanding of construction safety and commissioning risks in hydrocarbon facilities.
  • Hands-on experience with process safety management and safety engineering principles.
  • Solid knowledge of Indonesian regulations and permitting processes.
  • Certified in Ahli K3, NEBOSH, BNSP, or equivalent safety credentials.
  • Expertise in HSE management systems, including OHSAS 18001, ISO 14001, and OSHA standards.
  • Ability to develop and manage emergency response plans (ERPs) and HSE audits.
  • Proven ability to lead diverse teams and manage contractors in a complex project environment.
  • Strong communication, leadership, and stakeholder management skills.
  • Passionate about building a proactive, zero-incident safety culture.

Job Descriptions:

  • Lead and implement HSE strategy and management system across the SAF project lifecycle (FEED, EPC, operations).
  • Ensure compliance with national HSE regulations and international standards (OHSAS 18001, ISO 14001).
  • Act as the primary HSE liaison with EPC contractors, subcontractors, government, and community stakeholders.
  • Oversee risk assessments, audits, and inspections to identify hazards and ensure corrective action.
  • Review and approve key engineering design documents to ensure HSE is integrated early (HAZOP, SIL, QRA, etc.).
  • Oversee the pre-commissioning, startup, and performance test runs, ensuring that HSE priorities are met and that operations are safe and aligned with company standards.
  • Manage emergency preparedness plans, drills, and coordination with external agencies.
  • Build and lead the O&M HSSE team in preparation for plant handover and operation.
  • Monitor and report safety performance metrics, incidents, and improvement initiatives.
  • Ensure that Environmental, Social, and Governance (ESG) principles are adhered to, both during construction and once the plant transitions to operations.
  • Conduct safety training and toolbox talks to drive safety awareness and culture.
  • Support the Project Director and represent HSE in internal and external project meetings.
