Tanoto Foundation is seeking an individual consultant or research firm to conduct an evaluation study of the Tanoto Foundation Fellowship Program, launched in 2024. This program aims to develop emerging leaders in the social development sector through a one-year residential program that includes leadership and technical training, project-based experiential learning, access to professional networks, and competitive remuneration.
Study Objectives
The evaluation aims to assess the effectiveness of the program in building competencies and career pathways of the Fellows, as well as to identify good practices and opportunities for program improvement. Key areas of investigation include:
- What is the effectiveness (benefit) of the Fellowship program for young adults/emerging future leaders, specifically in social/development sector?
- What competencies improve the most? Any other competencies outside the targeted ones is imparted?
- Are fellows able to secure employment in social development sector within 6 months after graduation?
- What are the multiplier effects (transformation stories) delivered by Fellows upon completion of program?
- Which part of the program & approach contributes to the benefit?
- What are the best practices and learning points from the Fellowship program design to developing future leaders for social/development sector in Indonesia?
- Which program design assumptions need to be revisited for program improvement?
- How is the Fellows’ overall experience in the program? Which activities can be improved to provide better experience? What supports are needed? How shall program be improved?
- Is the program selecting the right people for the program? How effective are the screening criteria and tool, and how can they be improved?
- How useful/effective are the competency areas for developing the Fellows’ capacity? Are there other competency areas that could be useful/effective?
Scope of Work
The selected consultant will be responsible for:
- Analyzing baseline and endline psychometric assessment data (data collected by a third party)
- Conducting thematic analysis of Fellows’ learning journals (9 Fellows x ~12 entries each)
- Facilitating an exit focus group discussion (FGD) with the 9 Fellows
- Conducting a tracer study on 6-month post-program employment
- Triangulating all data to assess program effectiveness and areas for refinement
Timeline
The assignment will take place between June – November 2025.
Deliverables include:
- Final report (~30 pages in Word format)
- Brief summary report (~2–3 pages)
- Presentation of preliminary and final findings to key stakeholders (PowerPoint format)
Consultant Qualifications
- Proven experience in evaluating/research that related with leadership development programs
- Ability to conduct both qualitative and quantitative analysis
- Familiarity with tracer studies and data triangulation approaches
- Able to work independently and meet tight deadlines
