ROLE PURPOSE:

Cargill and Save the Children (SC) share a vision to enhance the lives of palm oil farmers and their communities, particularly youth, in West Kalimantan, Indonesia. Since 2021, we have collaborated to equip youth with employability and entrepreneurship skills, improve access to finance for women and youth, and enhance water, sanitation, and hygiene practices in the Ketapang District.

As we conclude Phase 1, we are excited to launch the next phase of our partnership-a three-year program designed to reach more palm oil farming households. This new phase will focus on fostering sustainable economic growth and improving community well-being while empowering vulnerable youth and promoting the adoption of clean and healthy behaviors.

Building on the foundation we established in Phase 1, which reached over 8,113 individuals across 13 villages in the Ketapang District, we are strengthening our program with a clear focus and new components. In Phase 1, we improved financial literacy, formed Village Saving and Loan Associations (VSLAs), and provided training for alternative livelihoods through Income Generating Activities (IGAs). We also offered soft and hard skills training for vocational students and out-of-school youth, connected schools with local factories through job fairs and internships, and implemented Community-Led Total Sanitation by engaging various stakeholders, including village communities and schools.

Program Manager will accountable to lead the program operation and lead program implementation in targeted areas, both humanitarian and development contexts and active in monitoring other areas, according to the needs of Save the Children Indonesia. Ensure that all programs run in accordance with the success targets that have been set.

This position involves strategic planning, program development, and coordination to ensure the effective implementation programs that positively impact the children's well-being and fulfilment of their rights to survive, learn, and be protected.

The post holder will represent Save the Children in building strong cooperation with the Save the Children Member, donor, supply chain partners, local partners, local authorities and target beneficiaries. S/he will also be a member of and actively participate on the Extended Management Team (EMT).

The post holder will contribute on the achievement of all the global KPIs on Operations Delivery, some of the KPIs on Awards management, and all Risk and financial management KPIs in relation to the program.

In the situation of major humanitarian emergency, the post holder will expect to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected area.

KEY AREAS OF ACCOUNTABILITY:

Program Management and Partnerships Management
  • Ensure project implemented on time, on scope and on budget according to donor regulation and contribute to Country Program Strategy (CSP)
  • Ensure risk management on Fraud, Safeguarding
  • Ensure the high quality and on time reporting submission based on the agreement and donor compliances.
  • Support in the development of an integrated program strategy, with multi-stakeholder partnerships (including local partners), aligned with the organization's mission and goals to fulfill children's rights to learn, survive, and be protected.
  • Responsible for the planning and implementation of program and to ensure that the implementation of activities/principles are according to the localization initiatives, including for managing risk management of all aspects of the project3
  • Provide support for assessment of program effectiveness and making data-driven decisions for continuous enhancement to ensure programs meet high standards and strategic goals as written in the Country Strategic Plan (CSP)
  • Collaborate with Finance, ensure financial sustainability and effective program budget management through effective budgeting and resources allocation
  • Ensure compliance with national laws, internal policies, and donor agreements in the overall program implementation

Inputs on program development, eco-convener, and localization
  • Manage program implementations through local partners and ensure the implementation of activities/principles according to the localization roadmap in program implementation on seven dimensions
  • Ensure the availability of various resources needed to ensure the success of all Save the Children programs, in accordance with the standards set by safe the children and donor
  • Support to expand the portfolio of SC Indonesia program through staff capacity building, development of partnerships and networks, as well as inputs on development of new funding opportunities, by actively provides evidence-based and strategic inputs in proposal development based on the learning and evaluation from the ongoing projects, and continuous regular assessment/research in collaboration with relevant department
  • As part of consultation process, provide inputs on various strategic initiatives and innovations at Save the Children Indonesia within its transformation journey, mainly the eco-convener, localization, and integrated programming with regional development
  • In collaboration with Partnerships unit, strengthen strategic partnerships to increase the reach and impact of our ongoing efforts in advancing Save The Children Indonesia's mission
  • Work closely with the Awards, PIC team and Partnership Unit and ensure adequate assessment, transparent selection methods and capacity building of implementing partners, in line with SC Partnership Principles and in close collaboration with Awards, Finance, Supply chain and the field implementation teams
  • Directly manage cross area/project partner relationships where a partner is working to implement in more than one Save The Children Indonesia's designated area, and ensure good coordination between external implementing partners and area and field offices
  • Support the national office to conduct partnership capacity assessment and capacity strengthening plan in the area of supervision.

Anticipatory action & Emergency Response
  • Provide support for the planning and execution of anticipatory action and emergency response, including mobilization of internal and external resources, advising the Director of Humanitarian and Impact Innovation on emergency preparedness, anticipatory action, emergency response and resilience program in local context, and as necessary, join in the execution of humanitarian action programs.

Financial Management
  • Develop together with Project/Field Managers, Partnership Unit, Finance and Awards unit annual project budgets and monthly projections
  • Collaborate with Finance, ensure financial sustainability and effective program budget management through effective budgeting and resources allocation, including to produce accurate and timely financial reports
  • Ensure effective and efficient use of Program resources in line with Save The Children Indonesia policies and procedures and donor requirements
  • Ensure the application of appropriate controls for Programs resources including accurate tracking of all expenditures4

Administration, IT, Safety and Security and Logistics
  • Work together with Finance Department to ensure that efficient, cost- effective information technology systems are in place and in compliance with SC Quality Framework.
  • Work together with People and Organization Development (POD) team to ensure human resources policies are implemented and are in place
  • Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the program, and briefings, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors
  • Work with Supply Chain unit to ensure that all procurement is done in an appropriate, timely and transparent manner as per Save The Children Indonesia policies and procedures and internal audit requirements.

Collaborate with Support Services team in Jakarta Representation, communication & relationship building
  • Represent Save the Children on national forums, workshops and meetings, as well as internal engagement with Save the Children global movement related to child rights and well-being by sharing of globally relevant knowledge and best practices with the wider organization
  • Establish and maintain strong relationships with key INGOs and other stakeholders, including government and UN colleagues
  • Ensure effective representation of Save the Children's to local authorities, donors, working groups, clusters, task forces, and other members of the humanitarian community
  • Support establishment and maintenance of strong working relationships with local communities, community-based organizations and government authorities at both national and sub-national levels as appropriate

Team management and development
  • Provide visionary leadership to the humanitarian response and resilience program team, fostering a collaborative and high-impact work environment, ensure the team are working towards the shared vision and goals to achieve the Key Performance Indicators (KPIs) as written in the Country Strategic Plan (CSP)
  • Collaborate with P&T Department, manage the Develop to Perform (DtP) process, as well as discuss and facilitate required professional development plan for each team members to grow align with SC IDN required fit-for-purpose competencies
  • Provide inputs and support various strategic initiatives at Save the Children Indonesia as part of its transformation journey.


QUALIFICATIONS AND EXPERIENCE

Essential
  • Bachelor's degree in social sciences or another relevant field with at least 5 (five) years of management experience in grants contractor or program manager, with solid experiences in program management with integrated and holistic approach leading to program sustainability
  • Experience in managing projects funded by various types of donors or funding sources with total portfolio of USD 500 K to USD 1 million per year
  • Solid experience in project management transformations including systems, policies, process, with solid understanding of project management systems and procedures in non-profit sector, and the ability to developing project strategy and plan with a certain value, according to the budget of the project to be led
  • Ability and strong knowledge to manage grants for partners, policy advocacy, and developing program with data/evidence-based approach
  • Understanding of child poverty issues, youth employability skills, Livelihood including enabling of SME, LED and MSD approach.
  • Good understanding on STBM (Sanitasi Total Berbasis Masyarakat) and CLTS (Community Led Total Sanitation
  • Experienced and possessing deep understanding of localization initiatives
  • Strong business acumen and the ability to contribute to strategic decisions, ability to think and plan strategically with experience in developing a business plan
  • Ability to present and analyze data for senior leaderships and produce effective management information in decision-making process
  • Substantial experience and knowledge of effective financial and budgetary control, ability to analyse information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills
  • Commitment to and understanding of Save the Children's aims, values and principles, including rights-based approaches
  • Demonstrated ability to write high quality reports and other project documents in Indonesian and English

Desirable
  • Experiences working in the area of West Kalimantan is preferred
  • Experience working in community development/disaster/emergency response is preferred.
  • Certification in Project Management system
  • Strong understanding of design thinking or systems thinking.
