Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The project aims to strengthen a comprehensive, multisectoral response so that displaced Sudanese people in Egypt have safe, equitable and timely access to quality SGBV prevention and response services, including case management, health care, MHPSS, social engagement and empowerment activities.
The Project Manager is responsible for the operational management of the two-year project, Improving Access to Lifesaving SGBV, Health and Protection Services for Displaced Sudanese Communities in Aswan, funded by the Embassy of the Kingdom of the Netherlands in Egypt. Based in Aswan, the post holder will ensure effective planning, coordination, resourcing, implementation, monitoring, risk management and reporting.
The Project Manager will provide overall operational leadership for the project, ensuring integrated planning, timely delivery, budget control, compliance, risk management and achievement of agreed results. The post holder will oversee implementation of SGBV response and prevention, case management, health, mental health and psychosocial support, social empowerment and advocacy activities, while technical standards, methodologies and clinical or case decisions remain under the authority of the relevant Health, Gender, MHPSS and Case Management Advisors and Specialists. The Project Manager will ensure that technical recommendations are translated into staffing, workplans, resources, coordination arrangements and follow‑up actions.
The responsibilities include budget development and management; governorate-level coordination and representation with key stakeholders, government departments, INGOs and NGOs; safety and security; logistics; award management; and management of the project team. The Project Manager will ensure that project interventions align with Save the Children International’s strategies and effectively contribute to project goals and objectives. The post holder will also ensure that project resources are mobilised in a timely manner and that implementation proceeds according to agreed plans.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :
1. Project Management.
- Manage the design and implementation of programmes and operational activities, effectively using the assistance of technical sector advisors and operational support staff.
- Manage the grant so that activities, outputs, financial performance and reports meet Save the Children and donor contractual requirements within agreed timelines and budgets. Maintain a consolidated compliance and deliverables tracker, assign accountable owners, verify supporting documentation, and initiate corrective action for delayed, incomplete or non‑compliant deliverables.
- Ensure effective award management system is in place to ensure that donor and SCI requirements are met.
- Provide operational oversight of project implementation and ensure that technical leadership is exercised by the relevant Advisors, Specialists and the SGBV Senior Officer. The Project Manager will convene regular multidisciplinary reviews, track agreed corrective actions and elevate unresolved quality, safeguarding or delivery risks through the appropriate technical and management lines.
- Develop and implement participatory needs assessment to contribute to programme planning and MEAL processes.
- Oversee implementation through an integrated delivery approach covering activities, outputs, service quality, budget performance, procurement, recruitment, partner deliverables, reporting, risk and safeguarding actions. Agree KPI thresholds and owners with the relevant functions, review performance at least monthly, initiate recovery plans when an indicator moves off track, and elevate material variances that cannot be resolved within the field team.
- In coordination with CO HR team, lead and support recruitment processes and ensure that programme/projects are adequately staffed.
- In collaboration with the Country Office Safety and Security Manager, develop, implement and regularly review effective safety and security procedures for project staff, partners, activities and assets.
- Coordinate with the Supply Chain on the project’s supply chain and admin processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field area.
- Manage and motivate field‑based staff to perform effectively in their respective roles. Provide line management, set operational objectives, monitor workload and results, address performance issues and promote staff wellbeing, while ensuring that technical supervision and competency assessment are provided by the SGBV Senior Officer and the relevant Advisors or Specialists.
- Maintain management oversight of the complete survivor‑centred service pathway, from safe community outreach and identification through informed consent, confidential intake, risk assessment, case management, referral, follow‑up and case closure.
- Monitor and ensure systems are accessible, timely, coordinated and adequately resourced, while individual case decisions, technical supervision and case‑file review remain with trained case‑management personnel under the leadership of the SGBV Senior Officer and relevant technical specialists.
- Ensure that community outreach and survivor‑identification approaches are planned with the SGBV Senior Officer and relevant technical specialists, use safe and non‑stigmatising methods, communicate available services accurately, and do not create pressure to disclose violence.
- Monitor outreach coverage, access barriers and referral uptake using aggregated, non‑identifying data, and ensure that informed consent, confidentiality, data‑protection and do‑no‑harm requirements are consistently applied.
- Together with the SGBV Senior Officer and Case Management Specialist, maintain a case‑management quality assurance process that reviews caseload distribution, timeliness, supervision coverage, documentation compliance, referral completion, service gaps and high‑risk operational issues.
- Address staffing, access, procurement, coordination and other systemic bottlenecks, and elevate technical or safeguarding concerns without assuming responsibility for individual case plans or accessing personally identifiable survivor information unless formally authorised and strictly necessary.
2. Budget Management and Compliance
- Manage project's financial processes in close cooperation with the Finance team and in line with SCI finance policies and procedures and with grant agreement stipulations.
- Take responsibility for the financial management of the project budget, including forecasting, expenditure planning and tracking, burn‑rate analysis and variance management.
- Review financial performance with Finance each month, document explanations for material variances, maintain corrective spending plans and elevate forecast risks in time for management or donor action.
- Ensure expenditures are approved and in accordance with the budget lines.
- Ensure grants and contracts are managed in line with SCI’s award policies.
- Ensure that SCI regulations are communicated to all staff and that all activities meet SCI’s requirements financially and technically.
3. Project Documentation and reporting
- Ensure the timely preparation, internal review and submission of accurate, evidence‑based donor reports in accordance with the grant agreement, donor requirements and Save the Children quality standards.
- Document and share good practices, lessons learned and evidence from implementation, and contribute to the design, implementation, evaluation and dissemination of relevant research and learning products internally and externally.
- Ensure consistent timely and accurate use of Prime system for updating progress and action management.
- Ensure all means of verification and financial documents are available, organized and properly filed for finance and MEAL reporting.
4. Technical Assistance and Capacity Strengthening
- Ensure that staff and partners complete mandatory and technical training, coaching and capacity strengthening required for high‑quality delivery.
- Coordinate with Technical Advisors to ensure technical content, competency standards and supervision arrangements are defined or approved and that capacity‑building plans are scheduled, resourced, completed and followed up.
- Coordinate access to technical support for adaptive program development, research, monitoring and evaluation, and ensure that agreed technical assistance is delivered and acted upon.
- Oversee the identification and selection of appropriate short and long‑term technical assistance to support program quality (e.g. drawing on technical assistance within the Country Office).
5. Human Resources Support
In coordination with the CO HR team:
- Ensure appropriate staffing for the project
- Build and nurture effective teamwork and ensure a cohesive workplace environment for optimum staff retention.
- Create a safe environment for staff to shre concerns, innovate, and express their views.
- Use the Develop to Perform System and encourate other people managers to use it to define each staff member's operational objectives, deliverables, behaviours and development needs; agree individual workplans; and implement improvement plans where required.
- Solicit feedback and engagement from Advisors and Specialists in setting technical objectives and competency‑development priorities for thematic.
- Ensure communicating and mainstreaming SCI policies and procedures as well as accountability and child participation practices throughout the field activities;
6. Representation and Networking
- Establish and maintain effective relationships with local authorities, UN agencies, protection and SGBV coordination mechanisms, INGOs, NGOs, community‑based organisations and relevant health, MHPSS, legal and protection service providers at governorate level. Coordinate to address service gaps, strengthen referral pathways, avoid duplication and support safe, complementary coverage for displaced Sudanese communities.
- Represent Save the Children with government, donors and local and international partners on project governance, delivery, resources, risks and institutional commitments.
- Ensure that the SGBV Senior Officer and relevant Advisors or Specialists lead or participate in discussions that require technical positions, case‑management standards or specialist commitments.
- Ensure strong communication and coordination across Save the Children projects and teams, and with government counterparts, UN agencies, INGOs, NGOs, community‑based organisations and other relevant service providers.
- Maintain up‑to‑date activity and service mapping, regularly review geographic and thematic coverage, identify gaps and overlaps, agree complementary roles and referral arrangements, and align plans and resources to avoid duplication, maximise efficiency and strengthen the collective impact of interventions.
- Ensure identification of advocacy issues relevant to the project’s areas of focus, development of advocacy and influencing plan (ensuring collaboration with CO‑level advocacy efforts), and its proper implementation with government as well as with other stakeholders.
- Ensure that an updated, context‑appropriate referral pathway and service mapping are maintained for health, clinical management, MHPSS, protection, legal, shelter and other relevant services.
- Support formal coordination arrangements, monitor referral availability and completion at an aggregated level, and resolve institutional bottlenecks with service providers; technical eligibility decisions and survivor‑led referral choices remain with qualified case‑management staff.
7. Child Safeguarding:
- Support staff in the implementation of child safeguarding policy within the program cycle; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention.
- Ensure that children’s activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.
- Provide leadership and guidance in the implementation of the child safeguarding policy and the code of conduct within the project.
8. General:
- Lead the project's operational risk‑management process and contribute to the Country Office risk matrix.
- Ensure that risks related to survivor safety, confidentiality, data protection, staff wellbeing, service quality, partner performance, access, security, finance and delivery are regularly reviewed; that mitigation measures have identified owners and deadlines; and that serious or persistent risks are escalated promptly through safeguarding, technical and management channels.
