Procurement Lead – Cluster 2 is a strategic leadership role responsible for overseeing procurement operations across Indonesia, Singapore, and Malaysia, with additional oversight for India and the Philippines. This position plays a critical role in advancing the company’s PCM transformation roadmap by driving procurement excellence, ensuring policy compliance, and supporting regional business goals through effective sourcing strategies The position also plays a critical role in mentoring and developing the procurement team (1–2 FTEs), fostering cross-functional collaboration, and leveraging technology to enhance procurement performance and strategic impact across the region.

Qualifications
- Bachelor’s Degree in Supply Chain, Business, Engineering, or related field.
- At least 5–8 years’ procurement experience, with minimum 2 years in a team lead/regional role.
- Strong cross-cultural communication skills and vendor negotiation capability.
- Experience handling multi-country scope and managing remote teams preferred.
- Familiar with digital procurement systems (Jira and Precoro) is preferred
Responsibility
Regional Procurement Leadership & Strategic Oversight
- Lead and coordinate procurement operations across Cluster 2, comprising Indonesia, Singapore, and Malaysia, with extended oversight responsibilities for India and the Philippines, in alignment with PCM’s regional transformation roadmap.
- Develop and execute market-specific sourcing strategies that support regional business objectives and ensure compliance with company policies and local regulations.
- Oversee the end-to-end procurement process—from requisition to delivery—focusing on efficiency, cost-effectiveness, and policy adherence.
- Identify and evaluate potential suppliers, lead contract negotiations, and secure favorable terms aligned with legal and organizational standards.
- Manage key supplier relationships, conduct vendor performance reviews, and promote supplier diversity and local sourcing initiatives.
- Lead supplier rationalization projects, including vendor consolidation and regional alignment, to enhance value delivery.
Team Leadership & Capability Building
- Lead and mentor a small procurement team (1–2 FTEs) across multiple countries, providing guidance, performance feedback, and career development support. This position will report directly to the Head of Procurement.
- Identify skill gaps and implement training and development programs to strengthen procurement capabilities.
- Foster a culture of collaboration, knowledge-sharing, and continuous improvement within the team.
Stakeholder Collaboration & Process Optimization
- Collaborate cross-functionally with Finance, Legal, Operations, IT, and HR to ensure a seamless procurement-to-payment process and strategic alignment with business goals.
- Support regional strategic sourcing initiatives and respond effectively to operational escalations.
- Drive SOP adoption and compliance across the region by identifying inefficiencies and implementing process enhancements.
- Leverage experience in digital procurement platforms with hands-on familiarity in Jira and Precoro preferred to streamline workflows and enhance data-driven decision-making.
Risk Management & Cost Optimization
- Develop and implement risk mitigation strategies in supplier engagement, contract management, and procurement operations.
- Analyze procurement data to uncover cost-saving opportunities, ensure policy compliance, and improve overall operational efficiency.
- Align procurement activities with organizational risk management frameworks and annual cost-efficiency goals.
